on <strong>the</strong> efficiency <strong>of</strong> innovative development system activity negatively. Therefore it’s causes <strong>of</strong> <strong>the</strong>
necessity <strong>of</strong> <strong>the</strong>ir detail elaboration both on <strong>the</strong> regional and federal levels.
As to developing institutions <strong>of</strong> incentive, in this case, <strong>the</strong> situation is quite ambiguous. On <strong>the</strong> one
hand, <strong>the</strong>re are a lot <strong>of</strong> institutions <strong>of</strong> this block at <strong>the</strong> institutional atlas, that indicating that <strong>the</strong>
problem <strong>of</strong> entrepreneurial activity stimuli is a very actually and <strong>the</strong> power structures understand
about <strong>the</strong> necessity <strong>of</strong> such measures. However <strong>the</strong> distribution <strong>of</strong> such institutions <strong>of</strong> <strong>the</strong> spheres <strong>of</strong>
activity is more irregular: <strong>the</strong> majority <strong>of</strong> developing institutions are institutions <strong>of</strong> producing while <strong>the</strong>
institutions <strong>of</strong> using and merchandising are absent. This can be explained by <strong>the</strong> underdevelopment
<strong>of</strong> entrepreneurial incentive system that caused <strong>of</strong> <strong>the</strong> lack <strong>of</strong> <strong>the</strong> apparent urgent need for solving
<strong>the</strong>se problems against <strong>the</strong> background <strong>of</strong> <strong>the</strong> obvious difficulties in <strong>the</strong> industrial sector.
The largest group <strong>of</strong> institutions is <strong>the</strong> block <strong>of</strong> organizational institutions that indicating <strong>of</strong> <strong>the</strong>ir
sufficiently widespread. But <strong>the</strong> latitude <strong>of</strong> distribution does not allow to judge <strong>of</strong> <strong>the</strong> stage <strong>of</strong> <strong>the</strong>ir
development and function efficiency. So <strong>the</strong> institutional atlas analysis should be supplemented by
function efficiency analysis <strong>of</strong> institutions included in it. Thereby <strong>the</strong> institutional atlas can be used
separately as an independent method <strong>of</strong> investigating or can be combined with o<strong>the</strong>rs additional
methods.
10. Conclusion
There is no strict definition <strong>of</strong> developing institutions now. In this paper <strong>the</strong> developing institution is
well-established rules <strong>of</strong> agent interactions, <strong>the</strong> result <strong>of</strong> which is to change <strong>the</strong> system state. In o<strong>the</strong>r
words, it’s a discrete rule <strong>of</strong> game, which has an effect not on <strong>the</strong> all economic space, but on specific
subjects <strong>of</strong> economic activity. Such an understanding <strong>of</strong> <strong>the</strong> developing institution provides <strong>the</strong>
opportunity to track <strong>the</strong> basic laws <strong>of</strong> <strong>the</strong> formation <strong>of</strong> developing institutions <strong>of</strong> Knowledge economy,
which promotes <strong>the</strong> development <strong>of</strong> innovative capacity as <strong>the</strong> country as a whole, as well as a
separate region.
In this paper <strong>the</strong> atlas <strong>of</strong> economic development institutions was worked out. The institutional atlas is
a multivariable system characteristic <strong>of</strong> institutional structure <strong>of</strong> economic system development. The
Atlas <strong>of</strong> entrepreneurship region development that defines <strong>the</strong> weak places <strong>of</strong> institutional designing
was worked out as a private case <strong>of</strong> institutional atlas <strong>of</strong> economic development. The Atlas added by
traditional institutions – organizations such as business incubator, venture and innovation funds and
o<strong>the</strong>rs.
The <strong>the</strong>oretical significance <strong>of</strong> <strong>the</strong> methodology and <strong>the</strong> Atlas consists <strong>of</strong> <strong>the</strong> elaboration <strong>of</strong> economic
institutions hierarchy and formation <strong>of</strong> <strong>the</strong> <strong>the</strong>oretical platform for presentation <strong>of</strong> different coordination
mechanisms <strong>of</strong> economic institutions. The practical significance is possible to determine weak places
<strong>of</strong> institutional designing and that this method can be <strong>the</strong> basis <strong>of</strong> strategic planning <strong>of</strong> economic
system development.
