Statement <strong>of</strong> Root Definition
An organisational change, initiated by <strong>the</strong> state government, and put into practice by <strong>the</strong>ir appointed
representatives, to change <strong>the</strong> structure, culture and practices <strong>of</strong> <strong>the</strong> municipal authority, for <strong>the</strong> cost
and service benefit <strong>of</strong> <strong>the</strong> community, in an environment <strong>of</strong> forced amalgamation <strong>of</strong> municipal districts.
5. Development <strong>of</strong> conceptual models
Conceptual models (Fig 5) are used to illustrate <strong>the</strong> relationships between <strong>the</strong> elements defined in <strong>the</strong>
root definitions. It is an account <strong>of</strong> <strong>the</strong> activities which <strong>the</strong> system must do in order to be <strong>the</strong> system
defined in <strong>the</strong> root definition (Checkland 1999). Their construction may be iterative as part <strong>of</strong> <strong>the</strong>
process <strong>of</strong> analysis and <strong>the</strong>y are primarily concerned with expressing <strong>the</strong> objective ra<strong>the</strong>r than <strong>the</strong>
method <strong>of</strong> achieving <strong>the</strong> transformation.
