7. Conclusion

In this article <strong>the</strong> concepts <strong>of</strong> four different intelligences have been reviewed and related to KM. This
intelligence identification has been <strong>the</strong> support to design an academic research program in order to
contribute to improving <strong>the</strong> competitiveness societies. The principles <strong>of</strong> ERM applied to a state,
country or society through strategic risk has been <strong>the</strong> pillar <strong>of</strong> analysis. In general strategic risk is
related to strategic decisions and <strong>the</strong> effect on <strong>the</strong> performance <strong>of</strong> <strong>the</strong> organization. In a country
context <strong>the</strong> strategic problem is in productivity-competitiveness and this affects <strong>the</strong> possibility <strong>of</strong> a
better standard <strong>of</strong> living for <strong>the</strong> citizens. Several countries have implemented KM programs for <strong>the</strong>
improvement <strong>of</strong> society; similarly <strong>the</strong>re are new initiatives around <strong>the</strong> world to provide better services
to citizens and to connect organizations and individuals. In Colombia <strong>the</strong>re are not <strong>the</strong>se kind <strong>of</strong>
programs and <strong>the</strong>re is a high diversity <strong>of</strong> regions with problems to solve. The design <strong>of</strong> an academic
research program in KM might drive <strong>the</strong> use <strong>of</strong> KM as a mitigator <strong>of</strong> strategic risk <strong>of</strong> <strong>the</strong> country/region
because <strong>the</strong> adequate use <strong>of</strong> KM processes pushes and pulls innovation development and supports
society; particularly, regional development. However, to achieve KM as mitigator, society needs to
have agents <strong>of</strong> change and support. These agents are <strong>the</strong> doctoral researchers that in <strong>the</strong> regions
should be catalysts for <strong>the</strong> modification <strong>of</strong> <strong>the</strong> status quo and to promote development and innovation.
The way to develop <strong>the</strong>se agents was to analyze from <strong>the</strong> viewpoint <strong>of</strong> <strong>the</strong> different kinds <strong>of</strong>
intelligence, understood as capacity to solve problems, <strong>the</strong> creation <strong>of</strong> an academic program to train
researchers through <strong>the</strong> proposed curriculum, possibly convert <strong>the</strong> researchers into regional leaders
after <strong>the</strong> completion <strong>of</strong> <strong>the</strong> program, to provide capabilities to <strong>the</strong> regions in improving <strong>the</strong>ir
competitiveness.
