public institution, and whose sense <strong>of</strong> belonging is weak, and for those outside (limited
communication though <strong>the</strong> boundaries <strong>of</strong> enterprises nowadays are more and more permeable).-
clients, suppliers, future employees, etc.
These details in particular, along with <strong>the</strong> evaluation system which is neglected by most <strong>of</strong> <strong>the</strong>m,
suggest that it is an urgent need for <strong>the</strong> public sector entities to reconsider <strong>the</strong>ir strategies, human,
organizational and relational, and think <strong>the</strong>m in an integrated and national manner, not fractioned and
focus more on intellectual capital. Therefore, an intellectual capital statement could be a solution. It is
a very useful instrument in filling <strong>the</strong> gap between <strong>the</strong> desired level <strong>of</strong> performance and <strong>the</strong> actual
one, streng<strong>the</strong>n <strong>the</strong> relations between organizations within <strong>the</strong> same economy, allowing also a more
flexible and efficient flow <strong>of</strong> resources and knowledge and information within <strong>the</strong> entities, while
employees could develop and become more aware <strong>of</strong> <strong>the</strong>ir educational and pr<strong>of</strong>essional needs.
6. Conclusions
The study <strong>of</strong> intellectual capital from <strong>the</strong> perspective <strong>of</strong> <strong>the</strong> Romanian public sector <strong>of</strong> <strong>the</strong> economy is
a very intricate issue due to <strong>the</strong> troubles <strong>of</strong> finding a conceptual framework on which to base <strong>the</strong> study
and to actually perform <strong>the</strong> analysis while taking into consideration all <strong>the</strong> national specificities.
First <strong>of</strong> all, intellectual capital has to find its own place in <strong>the</strong> public sector. The findings <strong>of</strong> this paper
leads us to consider it would be best for intellectual capital belonging to public entities to be seen and
analyzed as a process through which value is created for <strong>the</strong> citizens and <strong>the</strong> system itself, and that
<strong>the</strong> evaluation method would be to use a scoreboard system adapted to its specific needs. Until that
happens it is necessary to achieve a consensus in terms <strong>of</strong> what it is and how it can be recognized
and managed properly in a public institution.
In <strong>the</strong> case <strong>of</strong> Romania it is very hard to say that it follows a certain path, if any, in <strong>the</strong> evaluation and
management <strong>of</strong> intellectual capital.
The current system is trying to cope with high standards, obligatory at <strong>European</strong> Union or o<strong>the</strong>r
international bodies’ level, which it does not understand completely yet were imposed on it. In o<strong>the</strong>r
words it is trying to adapt while adequately fulfilling certain standards, fulfilling o<strong>the</strong>rs only at a formal
level and completely disregarding o<strong>the</strong>rs. It must be pointed out that, while <strong>the</strong> changes are in <strong>the</strong>
right direction, <strong>the</strong>y are asymmetrical in terms <strong>of</strong> speed and expectation and <strong>the</strong> system is burdened
by deeper problems that have less to do with management and more to do with corruption matters or
party politics.
