The International Consortium “Electronic University” (Russia) (2011, Participants and Partners <strong>of</strong>
International Consortium) includes core universities with affiliated network: Moscow State University <strong>of</strong>
Economics, Statistics and Informatics (MESI), <strong>European</strong> Open Institute (EAOI), International
University <strong>of</strong> Business and New Technologies (IUBNT) and o<strong>the</strong>rs. The goal <strong>of</strong> innovative activities in
<strong>the</strong> Electronic University is to develop and share <strong>the</strong> e-learning tools based on advanced IC
technologies, to conduct research and innovation activities within <strong>the</strong> framework <strong>of</strong> Smart economy
and regional development <strong>of</strong> Russia.
The operation <strong>of</strong> <strong>the</strong> enumerated universities shows that <strong>the</strong>y are becoming <strong>the</strong> engines and
generators <strong>of</strong> ever growing, uninterrupted knowledge flow. The tendency <strong>of</strong> opening research
innovative universities can be considered as a key route for effective performance in <strong>the</strong> Smart
economy.
4. Principles <strong>of</strong> Smart education.
The methodology <strong>of</strong> creating research innovative universities incorporates <strong>the</strong> smart education
principles:
Smart education is a complaint and flexible learning in <strong>the</strong> interactive education space with an
open access to <strong>the</strong> world content based on ICT and cloudy technologies.
Smart education was initiated by digital device two. The digital device one entailed <strong>the</strong>
assessment <strong>of</strong> countries, nations and continents via implementation <strong>of</strong> ICT. It was found that <strong>the</strong>
countries possessed <strong>the</strong> huge amount <strong>of</strong> technologies demonstrated higher growth rates. The
digital device two engendered a new focus: many human functions have been transferred to
machines and people changed <strong>the</strong>ir focus on creation ideas and self-learning. The philosophy <strong>of</strong>
digital device two necessitates novel stimuli to getting new knowledge. The adequate use <strong>of</strong> smart
technologies increases awareness <strong>of</strong> learning to <strong>the</strong> access to open resources.
The framework <strong>of</strong> smart education allows a teacher to develop an individual approach to each
student with respect to option sources and help a learner to tailor his\her curriculum to shape <strong>the</strong>
required competences. The new education content facilities to obtain knowledge and skills in line
with a competence model.
Smart education needs <strong>the</strong> development <strong>of</strong> internet communities and social networking for <strong>the</strong>
teaching staff to exchange <strong>the</strong> content with detailed aspects <strong>of</strong> concrete discipline.
Smart education implies <strong>the</strong> transition from a passive to an interactive on-line content. Smart
education aims at concurrent by presenting knowledge from <strong>the</strong> web-resources to <strong>the</strong> study
materials, at enhancing <strong>the</strong> education quality and assurance, at paying more attention to
international standards, at improving learners` competitive advantages.
Smart education implies non-formal integration <strong>of</strong> education institutions to carry out <strong>the</strong>ir
collaborative activities in <strong>the</strong> internet and networking based on international standards and
agreements, to design a joint coherent, harmonious content. Universal <strong>European</strong> University
(UEU) is to provide a collective, collaborative study process via a repository <strong>of</strong> learning materials
and to move students from one institution to <strong>the</strong> o<strong>the</strong>r, if necessary, without additional exams. So
smart education unites <strong>the</strong> learners, teachers and knowledge all over <strong>the</strong> world. New approaches
to <strong>the</strong> learning process produce higher requirements to <strong>the</strong> pr<strong>of</strong>essional and ICT competences <strong>of</strong>
<strong>the</strong> teaching staff.
5. The building <strong>of</strong> universities` innovative infrastructure in Smart economy
The central place in <strong>the</strong> innovative infrastructure <strong>of</strong> an university belongs to <strong>the</strong> information
infrastructure that incorporates a set <strong>of</strong> information centers, databases and connection systems and
addresses an access <strong>of</strong> users to information resources. The information infrastructure should provide
<strong>the</strong> volume <strong>of</strong> information resources required to support an ever increasing rate <strong>of</strong> innovations.
To this end it is valuable to carry out a proper management <strong>of</strong> academic knowledge, to effectively
consume intellectual resources and to develop opportunities for academic mobility.
The management <strong>of</strong> academic knowledge (2010-2011, Tikhomirova N., Tikhomirov V., Telnov Y.,
Maksimova V.) in higher education institutions suggests <strong>the</strong> solution <strong>of</strong> <strong>the</strong> following tasks:
creation <strong>of</strong> communities <strong>of</strong> practices and database in <strong>the</strong> integrated research and educational
area to provide <strong>the</strong> integration <strong>of</strong> education, science and business;
