The general services <strong>of</strong> virtual learning environment provide normally work over <strong>the</strong> Internet and
provide a collection <strong>of</strong> tools such as those for assessment (particularly <strong>of</strong> types that can be marked
automatically, such as multiple choice), communication, uploading <strong>of</strong> content, return <strong>of</strong> students' work,
peer assessment, administration <strong>of</strong> student groups, collecting and organizing student grades,
questionnaires, tracking tools, etc. Features in <strong>the</strong>se systems include wikis, blogs, RSS and 3D virtual
learning spaces (2009, Virtual learning environments).
The foundation for VLE is <strong>the</strong> development <strong>of</strong> information centers <strong>of</strong> disciplines (ICD) incorporated
into <strong>the</strong> general system <strong>of</strong> organization and integration <strong>of</strong> knowledge and standing as repository <strong>of</strong>
scientific and educational objects (2010 In search <strong>of</strong> Knowledge Management). The ICD integrates
<strong>the</strong> knowledge created in research grants, scientific schools, dissertations, innovation projects <strong>of</strong>
competence centers and laboratories.
The effective operation <strong>of</strong> ICD depends upon <strong>the</strong> teaching staff <strong>of</strong> chairs, co-workers <strong>of</strong> research
structural units and partners, students, postgraduate students and distributed organizations.
6. Conclusion
The study <strong>of</strong> <strong>the</strong> innovative infrastructure in <strong>the</strong> universities shows <strong>the</strong> need <strong>of</strong> implementing smart
technologies and networking to create virtual learning environment for effective solving <strong>the</strong> following
tasks:
to obtain new results in intellectual activity;
to use <strong>the</strong> research outcomes on commercial basic within <strong>the</strong> framework <strong>of</strong> small innovative
enterprises;
to incorporate <strong>the</strong> results <strong>of</strong> intellectual activity into <strong>the</strong> teaching and learning process and to
attract students to innovative and enterprise activities;
The transformation <strong>of</strong> universities into innovative facilitates <strong>the</strong> generation <strong>of</strong> new knowledge on
uninterrupted basis to raise <strong>the</strong> higher education system to a new level and provide an effective
performance in Smart economy.
