development <strong>of</strong> content in <strong>the</strong> innovative scientific educational programs in line with <strong>the</strong> needs <strong>of</strong>
international education markets, e-library and knowledge base;
development <strong>of</strong> innovative educational technologies on <strong>the</strong> basis <strong>of</strong> world adopted standards;
development <strong>of</strong> intellectual potential and intellectual resources, <strong>the</strong> system <strong>of</strong> improving <strong>the</strong>
qualification <strong>of</strong> <strong>the</strong> teaching staff within <strong>the</strong> integrated scientific education area;
connection to international education systems to provide internationalization <strong>of</strong> education and
enhance <strong>the</strong> export potential <strong>of</strong> a university and <strong>the</strong> national education system as a whole.
The management <strong>of</strong> academic knowledge is based upon <strong>the</strong> virtual learning environment (VLE)
(2007, Weller M., 2009, Virtual learning environments) constructed upon <strong>the</strong> principles <strong>of</strong> serviceoriented
architecture with its potential realization in cloud computing. The structure <strong>of</strong> <strong>the</strong> system <strong>of</strong>
academic knowledge management is shown in Fig.1.

structural units
VLE is a system <strong>of</strong> ICT services designed to support teaching and learning and to provide research
innovation and knowledge management via computer- mediated communication.
VLE aims at facilitating higher integration and connectedness <strong>of</strong> remote university’s structural units to
provide research innovation and education activities. It helps to solve <strong>the</strong> following objectives:
to receive new research outcomes in <strong>the</strong> framework <strong>of</strong> laboratories, research centers and
research institutions;
to use commercialization research outcomes in <strong>the</strong> innovative activities <strong>of</strong> small innovative
enterprises and o<strong>the</strong>r innovation structures;
to implement research outcomes into teaching process and practical work at virtual educational
enterprises.
We consider that <strong>the</strong> virtual learning environment (VLE) incorporates a set <strong>of</strong> IT services, that
provides in a remote regime information and s<strong>of</strong>tware for research, innovative and educational
activity. The VLE aims at securing a higher degree <strong>of</strong> integration and interconnectedness <strong>of</strong>
distributed units, structures and partners <strong>of</strong> <strong>the</strong> university.
The full set <strong>of</strong> services includes two groups: general services that can be used for all kinds <strong>of</strong> activities
(research, innovative, educational) and services that are specific for each kind <strong>of</strong> activity.
