Plan: When a problem is detected in product development, first find the
causes of the problem. The decision to make changes must be based on
facts, and therefore it is necessary to obtain the data to detect the causes
of error and variation.
2 Do: When the cause of a problem is detected, a quality improvement
team will take responsibility for carrying through the necessary steps to
solve the problem.
3 Check: When proper steps have been taken to solve the problem, an
investigation will take place to check whether the improvement process
was successful.
4 Action: If the steps taken were successful, the new and better quality
level should be accepted. If the steps taken were not successful, then the
PDCA cycle should be repeated.

Example
A company implementing the TOM process used the Deming wheel for
achieving continuous improvement of the various business processes in
order to develop quality improvement of the whole organization.
