8. DESIGN CRITERIA<br />

8.1. TRAFFIC AND PHASING<br />

The Traffic and Market Study summarized in earlier provides an estimate of Colachel's trans-shipment and<br />

gateway traffic under multiple scenarios. It also explains in detail the factors that may substantially impact the<br />

traffic movements. Besides, the report provides traffic estimation for bulk (coal) traffic.<br />

The conclusions drawn in the aforementioned study for the Base Case, which is the selected one to design the<br />

port facility, is shown in the table below:<br />

Three phases have been defined to size the berths and operational area of the port, which lead to:<br />

• Phase 1: From 2018 (beginning of operations) to 2020. The facilities will be defined to cater the<br />

forecasted traffic for 2020.<br />

• Phase 2: From 2021 to 2025. The facilities will be defined to cater the forecasted traffic for 2025.<br />

• Phase 3: From 2026 to 2030: The facilities will be defined to cater the forecasted traffic for 2030..<br />

Although a forecast for traffic has been made for years 2030 to 2045, planning a facility for such a long period<br />

is very risky. Many of the factors which have been used on the traffic study and nowadays are considered valid<br />

may change in the future. In any case, the port facility will be designed to be easily expandable beyond the<br />

2030 traffic forecast.<br />

According to this phasing, the expected traffic volume for each phase is presented below.<br />

Although no estimations have been made for other traffic, some general cargo, liquid bulk or solid bulk are<br />
