4. ANALYSIS OF ALTERNATIVES
One of the main objectives of this Initial Environmental Examination assessment is to undertake an environmental
and social analysis of the different alternatives proposed giving each alternative an environmental and social
dimension. The alternatives assessment is based on an estimation of discriminating impacts; i.e. impacts which
can distinguish between alternatives.
Hence, common or identical impacts that do not refer to different locations from the ones in the proposed
alternatives will not be included in the analysis.
4.1. METHODOLOGY
Based on the following steps:
• Identification of main Project impacts allowing discrimination between the proposed alternatives.
• Identification of synthetic impact magnitude indicators.
• Alternatives assessment.
• Summary of adverse impacts of each alternative.
Once the possible design impacts have been identified, the potential environmental and social effects of every
design alternative will be assessed based on the estimation of synthetic impact magnitude indicators, designed to
allow discrimination between the different alternatives proposed.
Such indicators will be grouped according to the environmental/social element affected. The values obtained
will be included in an alternatives analysis where physical, biotic and social sub-factors will carry different
weights.
This process would assign an environmental and social value to every alternative considered, enabling their
comparison in terms of environmental and/or social impact.
4.2. NEGATIVE IMPACTS IDENTIFICATION
The objective is to:
• Identify potential impact
• Identifying impacts that can discriminate between the different port locations.
