6.2.3. Liquid traffic projections<br />

Oil refineries are commonly located at regions with close access to ports. However, as seen in the following<br />

figure, the existing refineries and the planned ones are not in proximity to <strong>Enayam</strong> port location. As per the<br />

petroleum ministry and oil companies, there is limited possibility of deviating from the planned refinery rollout.<br />

Hence, the Limited study does scope not account for for Colachel any POL traffic to for get the access port. However, to refinery possibility for of POL traffic can be reevaluated<br />

at a later date.<br />

• Creating a refinery near Colachel port<br />

has multiple advantages:<br />

– Greater draft will allow larger<br />

vessels and reduce logistics cost<br />

– Bunkering cost will come down<br />

significantly<br />

– Transshipment traffic and<br />

bunkering facility will complement<br />

each other<br />

– Colachel can be made into a POL<br />

trading hub, creating oil reserves<br />

and future energy security<br />

The possibility to develop a refinery<br />

is limited at present; at a future date<br />

the option can be re-evaluated<br />

based on any change in refinery<br />

rollout plans<br />
