RAPID TECHNO-ECONOMIC FEASIBILITY REPORT FOR<br />

DEVELOPMENT OF COLACHEL PORT AT TAMILNADU<br />

FINAL REPORT<br />

This will accomplish one of the main objectives of the proposed port project, bringing significant benefits to local<br />

people and to the region as a whole and positive impact on the socioeconomic conditions of the project region and<br />

the whole Tamil Nadu State.<br />

However, the activities during the construction phase might have some other potential impacts on the socio-economic<br />

environment which includes dredging, reclamation, transportation of quarrying materials, construction of terminals and<br />

breakwater as well as establishment of labour camps. During the operation phase, the operation of terminals, marine<br />

traffic, road & rail traffic and establishment of labour/employee colony might have potential impact on the socioeconomic<br />

environment of that region. However, as the port is planned to be developed entirely on the reclaimed<br />

land, no land acquisition is envisaged for the port development.<br />

However, a total number of 427 properties would be directly affected by the implementation of the railway line and<br />

road connections. Apart from that, being an international harbour, the port would require additional basic<br />

infrastructure facilities, administrative buildings cruise and navy operations facilities, warehouses, residential areas,<br />

truck parking areas. Hence, backup areas in the immediate vicinity will be required in the future for developing other<br />

further facilities.<br />

11.3. ENVIRONMENTAL IMPACTS, MITIGATION MEASURES AND EMP<br />

As for the impact onto the current environmental conditions, the port activities and their impacts on the environmental<br />

and social attributes during the development and operation phase have been discussed in detail.<br />

It was concluded that most of the negative effects that may take place with the implementation of the project could be<br />

mitigated with the adoption of appropriate mitigation measures, both in construction and operational phase and the<br />

effective implementation of the proposed environmental management and monitoring programmes.<br />

11.4. PRELIMINARY BUDGET FOR ENVIRONMENTAL AND CSR MEASURES<br />

A preliminary environmental budget plan to address all environmental management requirements has been prepared.<br />

Some of the key areas identified are the following:<br />

• Environmental (terrestrial and marine) monitoring in both construction and operation phase: monitoring of<br />

Shoreline changes in Colachel-<strong>Enayam</strong> coast in both construction and operation phase<br />

• Water & wastewater management; Solid waste management<br />

• Groundwater development at Project Area:; Focused water supply augmentation study in the 5 km study area;<br />

Storm water management and rainwater harvesting is also planned<br />

• Employment for solid waste management using Women Self Help Groups (SHG)<br />

• Fishermen who lost livelihood opportunities will be given preference in providing employment, scavenger boat<br />

operations. STP operators for the streams will be from those groups who lost livelihood opportunities<br />

• Rainwater harvesting, desiltation using silt traps, solid waste removal using waste trap, flow tank for spill over,<br />

collection tank, sump from where the water will be pumped to the various locations and also for the excess<br />

water to be drained to the sea by a naturally controlled mechanism.<br />

• Sanitation facility at new fishing harbour for the entire fishing village of <strong>Enayam</strong>. Bathing rooms.<br />

The budgetary preliminary estimate for Environmental Management for proposed port, road and railway alignment<br />

during construction phase is Rs 292 Million (29 Crores) and the annual budgetary estimate during operational phase<br />

is Rs 20 Million<br />
