18. CONCLUSION<br />

This rapid techno-economic feasibility report discusses five key aspects of the port: 1) technical feasibility, 2)<br />

traffic potential, 3) financial viability, 4) key imperatives for the success of the port and 5) the way forward.<br />

Technical feasibility<br />

After studying and comparing four locations, <strong>Enayam</strong> has been chosen as the most suitable location. Further,<br />

detailed port layout, design and cost estimation for Phase 1 of the port has been undertaken to assess the<br />

technical feasibility of the port. From the technical point of view, the port is highly feasible due to the site<br />

conditions and the proposed design. These characteristics are listed below:<br />

a) Site conditions:<br />

• Enough natural depth. This helps the port to have high draft ad to be designed without long approach<br />

channels.<br />

• Proximity to main shipping routes.<br />

• Low population on the vicinity of the port. This allows the port to be well connected to main transport<br />

networks, and industries to be settled near the port.<br />

• Enough available shoreline to expand the port easily.<br />

• Geotechnical conditions are expected to be favourable, being the soil easy to dredge and with enough<br />

bearing capacity for foundations.<br />

b) Design conditions<br />

• Terminals have been designed with a high productivity in a semi-automated operation mode. Productivity<br />

can reach 2,000 TEU per meter and per year.<br />

• Permeability between port and land is very high.<br />

• The port layout gives very low downtime for container berths (less than 2 days per year).<br />

• Taking advantage of available shoreline, an expandable port has been designed, with an approx.<br />

construction cost of Rs. 19,300 Crores for 3 phases. Eastward expansions can quadruplicate the<br />

container handling capacity, reaching 8 million TEUs per year if all shoreline is used.<br />

• Further, this capacity can be expanded to 16 million TEUs by expanding the port seawards and taking<br />

advantage of the vertical breakwater to use it as a berth line.<br />

Traffic Potential<br />

A comprehensive traffic and market study was conducted to determine the traffic potential of the port. It has been<br />

estimated that the port has a potential of 6.8 Mn TEUs container traffic (2.9 Mn TEUs gateway and 3.9 Mn<br />

TEUs trans-shipment) and 6.6 Mn Tonnes of Coal traffic in 2030.<br />
