<str<strong>on</strong>g>Inhalant</str<strong>on</strong>g> <str<strong>on</strong>g>Abuse</str<strong>on</strong>g>: A Hungarian<br />

A major objective <str<strong>on</strong>g>of</str<strong>on</strong>g> this chapter is to draw attenti<strong>on</strong> to the need for<br />

more scientific research <strong>on</strong> drug epidemiology—especially <strong>on</strong> volatile<br />

substance abuse—in order to obtain a better understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> the issue<br />

and, c<strong>on</strong>sequently, to set up preventi<strong>on</strong> and interventi<strong>on</strong> programs. This<br />

chapter first introduces the drug scene in Hungary, then reviews<br />

Hungarian research in the field, and finally presents available data <strong>on</strong><br />

inhalant abuse patterns and trends and the psychosocial background and<br />

characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant abusers, focusing <strong>on</strong> local-regi<strong>on</strong>al variability.<br />

THE DRUG SCENE IN HUNGARY<br />

Hungary lacks reliable epidemiologic data <strong>on</strong> drug abuse in general<br />

because <str<strong>on</strong>g>of</str<strong>on</strong>g> the scarcity <str<strong>on</strong>g>of</str<strong>on</strong>g> trained pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>als and limited resources.<br />

Moreover, c<strong>on</strong>fusi<strong>on</strong> in the field arises due to differing use <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>cepts,<br />

the c<strong>on</strong>flicting interests that influence the acquisiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> data, and the lack<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> proper collecti<strong>on</strong> and processing <str<strong>on</strong>g>of</str<strong>on</strong>g> data (Forgacs and Kat<strong>on</strong>a 1990).<br />

Based <strong>on</strong> statistics from police, criminal records, drug traffic statistics,<br />

and the health care system, there are an estimated 20,000-30,000 drug<br />

users out <str<strong>on</strong>g>of</str<strong>on</strong>g> a total nati<strong>on</strong>al populati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 10,310,179 (Central Office <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

Statistics 1992). Hard core drugs (e.g., heroin and cocaine) are not yet<br />

widespread, although Hungary is now in a transiti<strong>on</strong> phase and might<br />

experience an explosive increase in drug-related problems because <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

more liberal foreign policy, tourism, and growing demand. Due to<br />

Hungary’s geographic locati<strong>on</strong>, the country has become a transit site<br />

between East and West, from the drug producer to the drug c<strong>on</strong>sumer.<br />

This c<strong>on</strong>diti<strong>on</strong> is exacerbated by the Yugoslavian civil war, as the socalled<br />

Balkan Route <str<strong>on</strong>g>of</str<strong>on</strong>g> drug trafficking from the Middle East and Turkey<br />

to the Western European countries crosses Hungary to avoid Yugoslavia.<br />

An organized drug market exists, and there has been a growing supply <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

drugs, evidenced from the quantity seized year by year (Interministerial<br />

Drug Committee 1992).<br />

The most comm<strong>on</strong> and frequent drugs <str<strong>on</strong>g>of</str<strong>on</strong>g> abuse are prescripti<strong>on</strong> drugs,<br />

mainly codeine, tranquilizers, sedatives, and hypnotics, and they almost<br />
