problem would go away like other teenage fads. In 1988, at the<br />

suggesti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> BAMA, a repeat <str<strong>on</strong>g>of</str<strong>on</strong>g> the 1983 meeting was held at Guy’s<br />

Hospital to assess the efficacy <str<strong>on</strong>g>of</str<strong>on</strong>g> the approaches recommended at the<br />

previous meeting (Flanagan et al. 1989). The sec<strong>on</strong>d meeting c<strong>on</strong>cluded<br />

that further restricti<strong>on</strong>s <strong>on</strong> the sale <str<strong>on</strong>g>of</str<strong>on</strong>g> abused products was unlikely to be<br />

practical and that a broad-based educati<strong>on</strong>al strategy in schools <str<strong>on</strong>g>of</str<strong>on</strong>g>fered<br />

the best hope to limit the problem. Johns (1991) in an editorial<br />

commented that the 1,000 recorded deaths should be sufficient to get<br />

VSA back <strong>on</strong> the nati<strong>on</strong>al drug abuse agenda.<br />

Faced with evidence <str<strong>on</strong>g>of</str<strong>on</strong>g> increasing mortality, the Government became<br />

more proactive; 1992 was a general electi<strong>on</strong> year, and Britain held the<br />

presidency <str<strong>on</strong>g>of</str<strong>on</strong>g> the European Community between July and December.<br />

During this period, the United Kingdom hosted the first European Drug<br />

Preventi<strong>on</strong> Week (EDPW). In February, the United Kingdom<br />

Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Health commissi<strong>on</strong>ed a nati<strong>on</strong>al televisi<strong>on</strong> advertising<br />

campaign to publicize the availability <str<strong>on</strong>g>of</str<strong>on</strong>g> a leaflet titled “Solvents: A<br />

Parent’s Guide,” which gave informati<strong>on</strong> <strong>on</strong> the nature <str<strong>on</strong>g>of</str<strong>on</strong>g> VSA, what to<br />

look for, and where to seek help and advice. About 700,000 <str<strong>on</strong>g>of</str<strong>on</strong>g> these<br />

leaflets were distributed during the campaign and a further 2,900,000<br />

during EDPW. FREEPOST and a toll-free teleph<strong>on</strong>e service handled<br />

requests, and they also were made available from doctors’ surgeries,<br />

libraries, and community pharmacies. The total cost <str<strong>on</strong>g>of</str<strong>on</strong>g> the project was<br />

2.4M, and an evaluati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the campaign was undertaken by Research<br />

Internati<strong>on</strong>al (1992). In October 1992, the United Kingdom Department<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> Health ran a pilot campaign designed to compare the effectiveness <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

different direct distributi<strong>on</strong> methods for a shorter leaflet, “Solvent<br />

<str<strong>on</strong>g>Abuse</str<strong>on</strong>g>—Every Parents Guide.” Magazine inserts and household delivery<br />

with and without the support <str<strong>on</strong>g>of</str<strong>on</strong>g> televisi<strong>on</strong> advertising were evaluated, and<br />

the results were published (Research Internati<strong>on</strong>al 1992).<br />

In 1993, the United Kingdom Home Office Advisory Council <strong>on</strong> the<br />

Misuse <str<strong>on</strong>g>of</str<strong>on</strong>g> Drugs published the report <str<strong>on</strong>g>of</str<strong>on</strong>g> its Preventi<strong>on</strong> Working Party,<br />

“Drug Educati<strong>on</strong> in Schools: The Need for a New Impetus” (Advisory<br />

Council <strong>on</strong> the Misuse <str<strong>on</strong>g>of</str<strong>on</strong>g> Drugs 1993). The report called for:<br />

High-quality classroom drug educati<strong>on</strong> <strong>on</strong> a nati<strong>on</strong>al scale;<br />

Partnerships between pupils, teachers, parents, governors, and the<br />

community to tackle drug misuse;<br />
