First, experience has shown ways to sharpen research methods to improve<br />
the quality <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> gathering. In survey research, for instance,<br />
asking separate questi<strong>on</strong>s about specific inhalants yields rates <str<strong>on</strong>g>of</str<strong>on</strong>g> use that<br />
probably are more accurate and allow a greater depth <str<strong>on</strong>g>of</str<strong>on</strong>g> analysis.<br />
Sampling also is a major c<strong>on</strong>cern. Often the most hidden and<br />
hardest-to-reach populati<strong>on</strong>s are susceptible to this type <str<strong>on</strong>g>of</str<strong>on</strong>g> drug use.<br />
Findings from the study <str<strong>on</strong>g>of</str<strong>on</strong>g> a transient adult populati<strong>on</strong> cited above are a<br />
prime example (New York State Divisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Substance <str<strong>on</strong>g>Abuse</str<strong>on</strong>g> Services<br />
1988).<br />
Indicators that have been used traditi<strong>on</strong>ally in drug abuse research have<br />
little utility in tracking inhalant abuse, as discussed in a previous secti<strong>on</strong>.<br />
Very different indicators may be more appropriate. For instance,<br />
ethnographic indicators or indicators that emerge from certain networks<br />
and teleph<strong>on</strong>e hotlines may be more sensitive in picking up informati<strong>on</strong><br />
about inhalant use, the occurrence <str<strong>on</strong>g>of</str<strong>on</strong>g> local outbreaks, subpopulati<strong>on</strong>s<br />
using them, and c<strong>on</strong>sequences <str<strong>on</strong>g>of</str<strong>on</strong>g> use.<br />
An interesting indicator that may have ethnographic value for local areas<br />
is the Regi<strong>on</strong>al Alcohol and Drug Awareness Resources network sp<strong>on</strong>sored<br />
by the Federal Government’s Center for Substance <str<strong>on</strong>g>Abuse</str<strong>on</strong>g><br />
Preventi<strong>on</strong>. The network c<strong>on</strong>sists <str<strong>on</strong>g>of</str<strong>on</strong>g> State clearinghouses <str<strong>on</strong>g>of</str<strong>on</strong>g> alcohol and<br />
drug abuse informati<strong>on</strong>, specialized informati<strong>on</strong> centers <str<strong>on</strong>g>of</str<strong>on</strong>g> nati<strong>on</strong>al<br />
organizati<strong>on</strong>s, and Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Educati<strong>on</strong> Regi<strong>on</strong>al Training Centers,<br />
whose purpose is to share a variety <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> that includes electr<strong>on</strong>ically<br />
transmitted queries and resp<strong>on</strong>ses. Given an increasing<br />
c<strong>on</strong>cern about rates <str<strong>on</strong>g>of</str<strong>on</strong>g> youthful inhalant abuse by the public and the lack<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong>, it is likely that inquiries <str<strong>on</strong>g>of</str<strong>on</strong>g> such a network may be worth<br />
m<strong>on</strong>itoring. M<strong>on</strong>itoring the requests for informati<strong>on</strong> <strong>on</strong> inhalants may<br />
prove to be a useful indicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> types <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalants being used, where<br />
local outbreaks are occurring, and which subgroups in the populati<strong>on</strong> are<br />
involved in use.<br />
The paucity <str<strong>on</strong>g>of</str<strong>on</strong>g> appropriate indicators may point to the inability <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
selected segments <str<strong>on</strong>g>of</str<strong>on</strong>g> the populati<strong>on</strong> to vocalize problems c<strong>on</strong>cerning<br />
themselves. Vocalizati<strong>on</strong> usually emanates from their advocates. In an<br />
effort to think creatively, <strong>on</strong>e effort might be to encourage or promote<br />
“1-800” teleph<strong>on</strong>e hotlines or informati<strong>on</strong> lines <strong>on</strong> alcohol and other<br />
drugs used by youngsters. Although OASAS has maintained a<br />
7-days-a-week, 24-hour, “1-800” informati<strong>on</strong> line for more than a decade,<br />
adults usually are the callers. Less than 1 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> the callers to this<br />
teleph<strong>on</strong>e line have asked about inhalants. The “1-800” teleph<strong>on</strong>e<br />
