volatile compound. The producers <str<strong>on</strong>g>of</str<strong>on</strong>g> butane were more resp<strong>on</strong>sive, and<br />

they are prepared to research aversive additives. On a wider fr<strong>on</strong>t, the<br />

United Kingdom chemical industry has a program called Product<br />

Stewardship and a Resp<strong>on</strong>sible Care program, which, although primarily<br />

c<strong>on</strong>ceived to address envir<strong>on</strong>mental issues, may be a means to bring<br />

deliberate product misuse to the attenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the chemical producers.<br />

Labeling<br />

Labeling <str<strong>on</strong>g>of</str<strong>on</strong>g> abusable products has been c<strong>on</strong>sidered in the United<br />

Kingdom, but any proposal to do so now requires an agreement at the<br />

European Community level and would in any case be c<strong>on</strong>troversial. One<br />

interesting suggesti<strong>on</strong> is to label wholesale packs to remind retailers <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the abuse potential <str<strong>on</strong>g>of</str<strong>on</strong>g> certain products without drawing them to the<br />

attenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> potential users.<br />

COMMUNITY RESOURCES<br />

There are very few agencies dealing directly with volatile substance<br />

abusers at the street level, and most are set up in resp<strong>on</strong>se to the death <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

a local child. The organizers tend to lack pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al training and<br />

resources, and their organizati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g>ten dissolve with time. Community<br />

Drug Teams (CDTs) are underresourced and <str<strong>on</strong>g>of</str<strong>on</strong>g>ten feel it is not<br />

appropriate to mix children with VSA problems with their older clients,<br />

most <str<strong>on</strong>g>of</str<strong>on</strong>g> whom are opiate users.<br />

There is a c<strong>on</strong>siderable social stigma attached to VSA. Even heroin users<br />

view such users with c<strong>on</strong>tempt. One local resp<strong>on</strong>se to fill this gap<br />

between ad hoc community groups and the CDTs is the Solvent <str<strong>on</strong>g>Abuse</str<strong>on</strong>g><br />

Resource Group (SARG), which was founded in Blackbum in 1989 to<br />

provide services to users and pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>als. It provides services to users<br />

and parents <str<strong>on</strong>g>of</str<strong>on</strong>g> users who drop in or teleph<strong>on</strong>e; SARG accepts referrals<br />

from other agencies. It also <str<strong>on</strong>g>of</str<strong>on</strong>g>fers support and training to pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al<br />

and lay groups. It operates <strong>on</strong> a very limited budget and is run by a<br />

retired child care social worker and a handful <str<strong>on</strong>g>of</str<strong>on</strong>g> dedicated councillors.<br />

Although SARG has received grants from the Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Health and<br />

Blackbum Borough Council, funding usually is its main problem, as it is<br />

for many groups <str<strong>on</strong>g>of</str<strong>on</strong>g> its kind. Ives (1991) edited the proceedings <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

c<strong>on</strong>ference held by the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Children’s Bureau in 1990 that include<br />
