pipes jutting out <str<strong>on</strong>g>of</str<strong>on</strong>g> industrial buildings. According to the NSA, this has<br />

been reported in the two more industrialized cities <str<strong>on</strong>g>of</str<strong>on</strong>g> the country,<br />

M<strong>on</strong>terrey and Mexico City (Secretaria de Salud 1990).<br />

In Mexico City, students who reported the use <str<strong>on</strong>g>of</str<strong>on</strong>g> solvents were arrested<br />

more frequently (4.10 percent) than users <str<strong>on</strong>g>of</str<strong>on</strong>g> other drugs (3.45 percent). 3<br />

A higher proporti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalers reported a desire to use less drugs (10.92<br />

versus 8.64 percent). Users <str<strong>on</strong>g>of</str<strong>on</strong>g> other drugs more frequently were advised<br />

by health workers that they should reduce use <str<strong>on</strong>g>of</str<strong>on</strong>g> drugs (6.32 versus 8.64<br />

percent), and a higher proporti<strong>on</strong> reported that their parents thought that<br />
