early identificati<strong>on</strong>, treatment and, rehabilitati<strong>on</strong>; and (6) epidemiologic<br />
surveillance, basic clinical and social research, evaluati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the program,<br />
and training <str<strong>on</strong>g>of</str<strong>on</strong>g> human resources.<br />
The justice sector also has been active in addressing the problem. In the<br />
mid-1980s, the Attorney General’s Office created a preventi<strong>on</strong> program<br />
that included health and justice acti<strong>on</strong>s. This included detecti<strong>on</strong> and<br />
prosecuti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> drug dealers, as well as educati<strong>on</strong> and health initiatives.<br />
Different instituti<strong>on</strong>s were invited to participate, and acti<strong>on</strong>s were<br />
coordinated through an organizati<strong>on</strong> called Attenti<strong>on</strong> Program for the<br />
Drug Dependence <str<strong>on</strong>g>of</str<strong>on</strong>g> the Attorney General’s Office (ADEFAR).<br />
During a former administrati<strong>on</strong>, a new program for drug c<strong>on</strong>trol was<br />
developed. It was coordinated by the Attorney General’s Office and<br />
included supply and demand reducti<strong>on</strong> comp<strong>on</strong>ents. All instituti<strong>on</strong>s<br />
reported their activities to the coordinators <str<strong>on</strong>g>of</str<strong>on</strong>g> this program. More<br />
recently, a new <str<strong>on</strong>g>Institute</str<strong>on</strong>g> for Drug C<strong>on</strong>trol was established within this<br />
sector. It will coordinate acti<strong>on</strong>s against illegal supply <str<strong>on</strong>g>of</str<strong>on</strong>g> drugs and also<br />
will include acti<strong>on</strong>s against demand. It is not yet clear the role that<br />
solvents will be playing, as the <str<strong>on</strong>g>Institute</str<strong>on</strong>g> is mostly oriented toward the<br />
c<strong>on</strong>trol <str<strong>on</strong>g>of</str<strong>on</strong>g> illegal drugs.<br />
Inhalati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> solvents is the subject <str<strong>on</strong>g>of</str<strong>on</strong>g> serious c<strong>on</strong>cern in all sectors <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
Government. During the current administrati<strong>on</strong>, the government <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />
City <str<strong>on</strong>g>of</str<strong>on</strong>g> Mexico, with the participati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> CONADIC, created a fund<br />
called FISI, a trust for stopping abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> solvents and inhalants through<br />
the c<strong>on</strong>tributi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> producers and importers <str<strong>on</strong>g>of</str<strong>on</strong>g> these substances. This<br />
fund supports research, establishes standards to protect the envir<strong>on</strong>ment,<br />
and develops programs to prevent abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> these substances. Basic,<br />
epidemiological, social, and clinical research is part <str<strong>on</strong>g>of</str<strong>on</strong>g> the research<br />
activities that this program supports.<br />

users in two groups: those who include inhalants am<strong>on</strong>g the drugs<br />
