The lack <str<strong>on</strong>g>of</str<strong>on</strong>g> epidemiologic research and expertise <strong>on</strong> treatment and public<br />
awareness <str<strong>on</strong>g>of</str<strong>on</strong>g> the hazards <str<strong>on</strong>g>of</str<strong>on</strong>g> glue sniffing and other solvent abuse and the<br />
ignorance <str<strong>on</strong>g>of</str<strong>on</strong>g> the governing political power led to widespread substanceabusing<br />
behavior by the end <str<strong>on</strong>g>of</str<strong>on</strong>g> the 1970s. A group <str<strong>on</strong>g>of</str<strong>on</strong>g> scientists<br />
attempted to draw the attenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Government to socially deviant<br />
behaviors such as suicide, delinquency, substance abuse, and mental<br />
disturbances, but there was a minimal resp<strong>on</strong>se taken to prevent such<br />
behaviors. In this way, Hungary delayed facing these social problems for<br />
at least 15 years. Such problems first were criminalized and later<br />
medicalized. Medical doctors, psychiatrists and psychologists, and<br />
sociologists were pi<strong>on</strong>eers in dealing with these clients, counteracting the<br />
traditi<strong>on</strong>s, the rules, and the law. This is why there currently are <strong>on</strong>ly a<br />
limited number <str<strong>on</strong>g>of</str<strong>on</strong>g> experts, epidemiologists, and other researchers in the<br />
drug field. Not <strong>on</strong>ly were epidemiologic studies not performed, but<br />
neither was there research c<strong>on</strong>ducted in treatment outcome. Very little<br />
attenti<strong>on</strong> has been paid to the legal side <str<strong>on</strong>g>of</str<strong>on</strong>g> the abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> volatile<br />
substances. It is noticeable that data collecti<strong>on</strong> is fairly incomplete in the<br />
drug field, not <strong>on</strong>ly for the health care system but also for other<br />
n<strong>on</strong>governmental agency c<strong>on</strong>tacts, such as the various churches (Forgacs<br />
and Kat<strong>on</strong>a 1990).<br />
The retrospective studies, c<strong>on</strong>ducted mainly by clinicians, are based <strong>on</strong><br />
their observati<strong>on</strong>s, which do not always meet internati<strong>on</strong>al requirements<br />
for research <strong>on</strong> drug abuse. In this chapter, various examples <str<strong>on</strong>g>of</str<strong>on</strong>g> episodic<br />
and local-regi<strong>on</strong>al patterns and trends <str<strong>on</strong>g>of</str<strong>on</strong>g> volatile abuse in Hungary will<br />
be presented. The studies were c<strong>on</strong>ducted using different methodologies,<br />
dem<strong>on</strong>strating that no comm<strong>on</strong> c<strong>on</strong>cept or percepti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the problem or<br />
reliable measurement exists, potentially leading to misinterpretati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
the problem. These studies were c<strong>on</strong>ducted at different periods in time<br />
and at different sites. They were c<strong>on</strong>ducted during the 1970s and 1980s,<br />
and several are very recent. The studies were c<strong>on</strong>ducted in four different<br />
cities representing two cultural-traditi<strong>on</strong>al-religious backgrounds rooted<br />
in the Middle Ages, when the country was c<strong>on</strong>quered by the Turks (the<br />
Ottoman Empire) and the Habsburgs (the Austro-Hungarian Empire), and<br />
this way it was divided into two separate parts. This historical<br />
background may partly explain why the findings are so different at<br />
various locati<strong>on</strong>s, c<strong>on</strong>cerning not <strong>on</strong>ly inhalant abuse but other deviant<br />
behaviors such as alcoholism, suicide, and delinquency. The data are not<br />
generalizable because the criteria <str<strong>on</strong>g>of</str<strong>on</strong>g> examinati<strong>on</strong> and observati<strong>on</strong> varies<br />
from investigator to investigator. Data <strong>on</strong> the general populati<strong>on</strong> based<br />
<strong>on</strong> household surveys are not available.<br />
