The types <str<strong>on</strong>g>of</str<strong>on</strong>g> initiatives that have been undertaken by each <str<strong>on</strong>g>of</str<strong>on</strong>g> these<br />
instituti<strong>on</strong>s is discussed in turn, together with an indicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the extent<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> knowledge about the effectiveness <str<strong>on</strong>g>of</str<strong>on</strong>g> the various policies that have<br />
been initiated.<br />
Business<br />
Business-sp<strong>on</strong>sored associati<strong>on</strong>s such as the Solvent <str<strong>on</strong>g>Abuse</str<strong>on</strong>g> Foundati<strong>on</strong><br />
for Educati<strong>on</strong> (SAFE) and the Chemical Specialties Manufacturers<br />
Associati<strong>on</strong> (CSMA) state that they str<strong>on</strong>gly oppose abusive use <str<strong>on</strong>g>of</str<strong>on</strong>g> their<br />
products. For most products abusive use c<strong>on</strong>stitutes a negligible fracti<strong>on</strong><br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> sales, but the bad publicity associated with abuse can be quite<br />
damaging. However, business even more str<strong>on</strong>gly resists legislati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
business regulatory approaches to reducing inhalant abuse. They favor<br />
policies such as preventi<strong>on</strong> and educati<strong>on</strong> campaigns and advocate<br />
placing warning labels <strong>on</strong> abusable products.<br />
Representatives <str<strong>on</strong>g>of</str<strong>on</strong>g> business argue that regulati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> almost any kind<br />
would be burdensome to business and would result in poorer quality,<br />
more costly products for the vast majority <str<strong>on</strong>g>of</str<strong>on</strong>g> users <str<strong>on</strong>g>of</str<strong>on</strong>g> these products who<br />
purchase and use them safely. It is pointed out that there are thousands <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
abusable substances incorporated into tens <str<strong>on</strong>g>of</str<strong>on</strong>g> thousands <str<strong>on</strong>g>of</str<strong>on</strong>g> products and<br />
worth about $80 billi<strong>on</strong> per year. The most ubiquitous and valuable <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
these products is gasoline.<br />
Business does undertake acti<strong>on</strong>s voluntarily to address inhalant abuse.<br />
Warning labels voluntarily are affixed to many abusable products<br />
(although regulatory agencies require labels <strong>on</strong> certain types <str<strong>on</strong>g>of</str<strong>on</strong>g> products).<br />
Labeling also is in the self-interest <str<strong>on</strong>g>of</str<strong>on</strong>g> manufacturers since putting labels<br />
<strong>on</strong> products may help to indemnify manufacturers against product<br />
liability suits when serious c<strong>on</strong>sequences result from abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> their<br />
products. While manufacturers’ representatives such as SAFE and<br />
CSMA state that businesses have w<strong>on</strong> all higher court decisi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
product liability cases associated with deliberate abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> their inhalable<br />
products, such cases sometimes are filed and <str<strong>on</strong>g>of</str<strong>on</strong>g>ten are settled out <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
court, albeit with no finding or admissi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> wr<strong>on</strong>gdoing by the<br />
manufacturer or distributor.<br />
A very few manufacturers <str<strong>on</strong>g>of</str<strong>on</strong>g> glue and typewriter correcti<strong>on</strong> fluid have<br />
added irritants such as “oil <str<strong>on</strong>g>of</str<strong>on</strong>g> mustard” to their products in order to<br />
discourage their abuse and have found that reported deaths and injuries<br />
subsequently declined. Still, businesses believe that voluntary<br />
