to train a cadre <str<strong>on</strong>g>of</str<strong>on</strong>g> researchers that are capable <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>ducting sound<br />
quantitative and qualitative research studies <strong>on</strong> the problem <str<strong>on</strong>g>of</str<strong>on</strong>g> drug use in<br />
Bolivia. The data from this research can be utilized to develop more<br />
effective and efficient drug treatment and preventi<strong>on</strong> programs geared<br />
toward addressing the growing inhalant problem in Bolivia.<br />
CONCLUSION<br />
The findings from the data reported in this chapter suggest that many<br />
street youth are exposed to multiple risk factors that affect their drugusing<br />
behaviors. These include having to join the labor force at a very<br />
early age, living in poverty, and existing in an envir<strong>on</strong>ment where there<br />
are few opportunities for upward mobility. The findings also indicate<br />
that the problen: <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant abuse facing Bolivia is a serious <strong>on</strong>e. With<br />
10 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> street youth using inhalants, Bolivia has a difficult and<br />
potentially explosive social problem that could overwhelm its social and<br />
health care systems. Of even more c<strong>on</strong>cern is the number <str<strong>on</strong>g>of</str<strong>on</strong>g> youth who<br />
are at risk <str<strong>on</strong>g>of</str<strong>on</strong>g> using inhalants and other drugs in Bolivia. Approximately<br />
80 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> all Bolivian youth are at risk <str<strong>on</strong>g>of</str<strong>on</strong>g> becoming serious inhalant<br />
or drug abusers.<br />
Despite the progress made to address the problem <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant abuse<br />
am<strong>on</strong>g street children in Bolivia, little c<strong>on</strong>tinues to be d<strong>on</strong>e by the public<br />
sector to address this growing problem. The Bolivian Government<br />
c<strong>on</strong>tinues to treat the problem <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant use as criminal issue rather than<br />
a social and health care problem. To change this view <str<strong>on</strong>g>of</str<strong>on</strong>g> the problem,<br />
those who are in positi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> power within the Bolivian society need to<br />
be educated about the causes and c<strong>on</strong>sequences <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant use and other<br />
drugs. However, the educati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> those who are in positi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> power<br />
will depend <strong>on</strong> the further development <str<strong>on</strong>g>of</str<strong>on</strong>g> empirical informati<strong>on</strong> <strong>on</strong> the<br />
extent and nature <str<strong>on</strong>g>of</str<strong>on</strong>g> the inhalant abuse problem in Bolivia.<br />
Thus, the development <str<strong>on</strong>g>of</str<strong>on</strong>g> further research <strong>on</strong> this topic and the training <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
drug abuse researchers in Bolivia is critical to the development <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
effective policies, strategies, and programs to address the serious problem<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant use. Steps to develop a sound empirical base for<br />
understanding the problem <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant abuse must be undertaken as so<strong>on</strong><br />
as possible. Failure to do so could jeopardize whatever progress has been<br />
made so far in addressing this problem in Bolivia.<br />
