Padilla’s high rates am<strong>on</strong>g barrio Hispanics almost undoubtedly are<br />

related to the poverty, lack <str<strong>on</strong>g>of</str<strong>on</strong>g> opportunity, and social dysfuncti<strong>on</strong> that<br />

occur in barrios, not to the fact that these youth happen to be Hispanic.<br />

The same general tendency appears for Native-American youth. Indian<br />

reservati<strong>on</strong>s are am<strong>on</strong>g the most disadvantaged envir<strong>on</strong>ments in the<br />

United States; there are high rates <str<strong>on</strong>g>of</str<strong>on</strong>g> unemployment, little opportunity,<br />

and high rates <str<strong>on</strong>g>of</str<strong>on</strong>g> alcoholism and other health problems. Native-<br />

American youth who live <strong>on</strong> reservati<strong>on</strong>s show very high rates <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

inhalant involvement (34 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> 8th graders and 20 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> 12th<br />

graders have tried inhalants), while Native Americans who live in<br />

n<strong>on</strong>reservati<strong>on</strong> communities show high rates <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant use but not<br />

nearly the level <str<strong>on</strong>g>of</str<strong>on</strong>g> use found in reservati<strong>on</strong> youth (Beauvais 1992a). It is<br />
