Regular nati<strong>on</strong>al surveys <strong>on</strong> the prevalence and trends in teenage<br />
drug misuse;<br />
<str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> targets similar to those in the Government White Paper, The<br />
Health <str<strong>on</strong>g>of</str<strong>on</strong>g> the Nati<strong>on</strong> (Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Health 1992);<br />
Drug educati<strong>on</strong> to be linked with other aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> health educati<strong>on</strong><br />
and pers<strong>on</strong>al development;<br />
Training for teachers in drug educati<strong>on</strong> programs and in management<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> drug-related incidents;<br />
<str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> standards and guidelines <strong>on</strong> good practice in school-based<br />
educati<strong>on</strong> to be established and reviewed regularly; and<br />
Review by every school <str<strong>on</strong>g>of</str<strong>on</strong>g> its resp<strong>on</strong>se to drug misuse, development<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> a policy <strong>on</strong> drug misuse, and assurance that a drug educati<strong>on</strong><br />
program is implemented and m<strong>on</strong>itored.<br />
The recommended approach is to c<strong>on</strong>sider VSA al<strong>on</strong>g with other drug<br />
issues as a part <str<strong>on</strong>g>of</str<strong>on</strong>g> health educati<strong>on</strong>. A number <str<strong>on</strong>g>of</str<strong>on</strong>g> aspects <str<strong>on</strong>g>of</str<strong>on</strong>g> health<br />
educati<strong>on</strong> now are included in the Programmes <str<strong>on</strong>g>of</str<strong>on</strong>g> Study for the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g><br />
Curriculum Science, <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Curriculum Council (1990) that schools<br />
statutorily are required to teach. For example:<br />
Children ages 5-7 “should be introduced to ideas about how they<br />
keep healthy through exercise, pers<strong>on</strong>al hygiene, diet, rest and<br />
pers<strong>on</strong>al safety; and to the role <str<strong>on</strong>g>of</str<strong>on</strong>g> drugs as medicines.”<br />
Children ages 7-11 “should study how . . . lifestyle can affect health,<br />
and learn about factors that can c<strong>on</strong>tribute to good health including<br />
the defence systems <str<strong>on</strong>g>of</str<strong>on</strong>g> the body, diet, pers<strong>on</strong>al hygiene, safe handling<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> food, dental care and exercise. They should be introduced to the<br />
fact that while all medicines are drugs, not all drugs are medicines.<br />
They should begin to be aware <str<strong>on</strong>g>of</str<strong>on</strong>g> the harmful effect <strong>on</strong> health<br />
resulting from an abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> tobacco and other drugs.”<br />
Children ages 11-14 “should extend their study <str<strong>on</strong>g>of</str<strong>on</strong>g> the ways in which<br />
the healthy functi<strong>on</strong>ing <str<strong>on</strong>g>of</str<strong>on</strong>g> the human body may be affected by diet,<br />
lifestyle, bacteria and viruses [including Human Immunodeficiency<br />
Virus (HIV)], the abuse <str<strong>on</strong>g>of</str<strong>on</strong>g> solvents, tobacco, alcohol and other<br />
drugs.”<br />
