<strong>Inhalant</strong> <strong>Abuse</strong> in Bolivia Laura Edith Baldivieso The purpose <strong>of</strong> this chapter is to provide a general overview <strong>of</strong> the extent and nature <strong>of</strong> the inhalant use problem in Bolivia. Data were derived from a comprehensive review <strong>of</strong> the literature on drug abuse in Bolivia. Additionally, information is provided on the socioeconomic condition <strong>of</strong> Bolivians, particularly the plight <strong>of</strong> children living in the streets. The impact <strong>of</strong> Bolivia’s economic conditions on the growing problem <strong>of</strong> street children and on the problem <strong>of</strong> inhalant use also are discussed. BOLIVIA: THE COUNTRY Bolivia is one <strong>of</strong> two landlocked countries in South America. Currently, the population <strong>of</strong> Bolivia is approximately 6,420,792 (Instituto Nacional de Estadistica 1993). Data from the 1992 national household census shows that approximately 42 percent <strong>of</strong> the population is under the age <strong>of</strong> 15 (see figure 1). Additionally, the 1992 census shows that Bolivia is one <strong>of</strong> the poorest countries in the western hemisphere, with 80 percent <strong>of</strong> the population living in poverty. Data from several other sources provide a grim picture <strong>of</strong> Bolivian youth. A study conducted by Ardaya and Domic (1991) found that approximately 290,000 children under the age <strong>of</strong> 15 are either working or living in the streets or are institutionalized. This represents about 10.8 percent <strong>of</strong> individuals under the age <strong>of</strong> 15 living in Bolivia. This significantly high number <strong>of</strong> youth living in Bolivia in extreme poverty conditions has created an environment conducive to the abuse <strong>of</strong> drugs, particularly inhalants, which are readily available everywhere in the country (see figure 2). INHALANT USE A review <strong>of</strong> the literature shows that 9 <strong>of</strong> 27 studies that have collected data on the illicit drug use behavior <strong>of</strong> Bolivians included information on the use <strong>of</strong> inhalants (see table 1). Of these nine studies only two studies, Roth and colleagues (unpublished manuscript) and ABC Communication 50
