Children’s Act 1989: Secti<strong>on</strong> 17 requires local authorities to<br />
safeguard and promote the welfare <str<strong>on</strong>g>of</str<strong>on</strong>g> children, which in effect gives<br />
children the right <str<strong>on</strong>g>of</str<strong>on</strong>g> access to specialized services if VSA is<br />
endangering their health or development. Secti<strong>on</strong> 46 enables a<br />
c<strong>on</strong>stable to remove to safe accommodati<strong>on</strong> a child whom he has<br />
reas<strong>on</strong>able cause to believe would suffer significant harm if the child<br />
were not removed.<br />
Public Order Act 1986: Secti<strong>on</strong> 5 deals with disorderly or abusive<br />
behavior in public.<br />
Criminal Justice Act 1991: There are provisi<strong>on</strong>s under Paragraph 6<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> Schedule la for a judge or magistrate to recommend by court order<br />
that a pers<strong>on</strong> receive treatment as part <str<strong>on</strong>g>of</str<strong>on</strong>g> a community sentence for<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g>fenses committed under the influence <str<strong>on</strong>g>of</str<strong>on</strong>g> drugs or solvents.<br />
Road Traffic Act 1988: Under this act, it is an <str<strong>on</strong>g>of</str<strong>on</strong>g>fense to be<br />
intoxicated while in charge <str<strong>on</strong>g>of</str<strong>on</strong>g> a motor vehicle.<br />
Bylaws: Under a British Rail bylaw, it is an <str<strong>on</strong>g>of</str<strong>on</strong>g>fense to be intoxicated<br />
<strong>on</strong> railway property.<br />
Transport and Works Act 1992: This act covers intoxicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> staff<br />
employed <strong>on</strong> the railway.<br />
Scotland, with its own legal system, has the Solvent <str<strong>on</strong>g>Abuse</str<strong>on</strong>g> (Scotland)<br />
Act <str<strong>on</strong>g>of</str<strong>on</strong>g> 1983 which amends the Social Work (Scotland) Act <str<strong>on</strong>g>of</str<strong>on</strong>g> 1968 and<br />
enables children to be referred to a Children’s Panel.<br />
In 1983, the United Kingdom Government undertook a c<strong>on</strong>sultati<strong>on</strong><br />
exercise to address VSA together with the police, the courts, drug<br />
treatment agencies, Members <str<strong>on</strong>g>of</str<strong>on</strong>g> Parliament, local councillors, parents,<br />
schools, social security departments, the health service, and retailers. The<br />
majority <str<strong>on</strong>g>of</str<strong>on</strong>g> those who resp<strong>on</strong>ded felt that criminalizing VSA would be<br />
counterproductive, likely to deter users from seeking help and to burden<br />
many young people with a criminal record. The Government, faced with<br />
unscrupulous traders selling glue-sniffing kits, supported a Private<br />
