eformulati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> products <str<strong>on</strong>g>of</str<strong>on</strong>g>ten is difficult to justify since a single<br />

manufacturer that reformulated its product would be at a major financial<br />

disadvantage, both from bearing the cost <str<strong>on</strong>g>of</str<strong>on</strong>g> reformulati<strong>on</strong> and from<br />

c<strong>on</strong>sumer resistance to a product that performed poorly compared to<br />

those <str<strong>on</strong>g>of</str<strong>on</strong>g> competitors.<br />

Businesses—through their own efforts and associati<strong>on</strong>s such as SAFE<br />

and CSMA—sp<strong>on</strong>sor both inhalant abuse-targeted and general substance<br />

abuse preventi<strong>on</strong> and educati<strong>on</strong> initiatives. CSMA has developed a<br />

videotape and print material about the dangers <str<strong>on</strong>g>of</str<strong>on</strong>g> inhalant abuse, and it<br />

has provided a copy <str<strong>on</strong>g>of</str<strong>on</strong>g> these to the 15,000 school districts across the<br />

Nati<strong>on</strong>. These are good faith efforts by private business to assist in the<br />

effort against inhalant abuse. Still, the cumulative efforts <str<strong>on</strong>g>of</str<strong>on</strong>g> these two<br />

associati<strong>on</strong>s are no more than a few milli<strong>on</strong> dollars per year. These<br />

efforts are quite small in c<strong>on</strong>trast to the Federal Government’s investment<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> over $1.5 billi<strong>on</strong> in drug preventi<strong>on</strong> and educati<strong>on</strong> services per year<br />

and an additi<strong>on</strong>al $150 milli<strong>on</strong> per year in related research (Office <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Drug C<strong>on</strong>trol Policy 1992).<br />

The Federal Government<br />

The Federal Government has undertaken several specific acti<strong>on</strong>s that<br />

have limited the availability <str<strong>on</strong>g>of</str<strong>on</strong>g> particular abusable products over the past<br />

25 years. These acti<strong>on</strong>s include:<br />

1. A regulatory decisi<strong>on</strong> by the FDA in 1968 to return amyl nitrite to<br />

prescripti<strong>on</strong> status from over-the-counter status because it was being<br />

abused;<br />

2. A decisi<strong>on</strong> by the Federal Trade Commissi<strong>on</strong> in 1969 to ban devices<br />

using CFCs to chill beverage glasses;<br />

3. A decisi<strong>on</strong> by the FDA in 1974 to require that a warning label be<br />

affixed to pressurized cans <str<strong>on</strong>g>of</str<strong>on</strong>g> edible cooking oils and pers<strong>on</strong>al care<br />

products;<br />

4. FDA establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> standards for food products for purity and<br />

c<strong>on</strong>centrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> nitrous oxide;<br />

5. Passage <str<strong>on</strong>g>of</str<strong>on</strong>g> an act <str<strong>on</strong>g>of</str<strong>on</strong>g> C<strong>on</strong>gress in 1988 that banned use <str<strong>on</strong>g>of</str<strong>on</strong>g> butyl<br />

nitrites in room odorizers because they were <str<strong>on</strong>g>of</str<strong>on</strong>g>ten purchased for<br />

inhalati<strong>on</strong>: and<br />
