In some sectors (particularly in transport) greenhouse gas <strong>mitigation</strong> policies are not the driving<br />

forces influencing decision, but can be ancillary <strong>benefits</strong> to these other factors (e.g.,<br />

reducing local air pollution, congestion, etc.). Should the WG III TAR (<strong>and</strong> this chapter)<br />

reflect the effects <strong>of</strong> these other policies on GHG emissions?<br />

The panel accepted as a reality that factors other than climate change were driving policies that<br />

affected climate change, not just in the transport sector, but in all sectors. They<br />

recommended that WG III address this issue in its report.<br />
