24. One hand-washing sink shall be provided <strong>for</strong> every 17 children<br />

(§746.4401). Sinks shall be located inside the child-care center and<br />

must be equipped with soap, running water and single-use disposable<br />

towels or hot-air hand dryers (§746.4405).<br />

25. One flush toilet shall be provided <strong>for</strong> every 17 children (§746.4407).<br />

Toilets must be located inside the child-care center and must be<br />

designed to be able to be safely and independently accessed by the<br />

children, allowing supervision by caregivers, as needed (§746.4409).<br />

Although urinals may be counted in the ratio <strong>of</strong> children to toilets,<br />

it is the User’s desire that only flush toilets be provided in the proposed<br />

centers.<br />

26. It is not necessary to provide toilets, sinks and fountains that are<br />

child-sized. However, if fixtures are used which are too high <strong>for</strong><br />

children to use safely and independently, it is required to equip<br />

them with anchored steps and/or broad-based plat<strong>for</strong>m with a<br />

non-slip surface (§746.4419).<br />

27. An individual cot, bed or mat that is waterpro<strong>of</strong> or washable<br />

and labeled <strong>for</strong> each child must be provided to sleep or rest on<br />

(§746.4503). Floor mats used <strong>for</strong> napping must be marked or colored<br />

so that the sleeping side can be distinguished from the floor side.<br />

28. Individual lockers, cubicles, separate hooks and shelves, or other<br />

adequate storage space must be provided <strong>for</strong> each child’s personal<br />

belongings (§746.4505).<br />

29. Indoor and outdoor active play equipment at the child-care center<br />

must meet the following minimum safety requirements (§746.4601):<br />

Equipment must be arranged so that caregivers may adequately<br />

supervise children at all times.<br />

Design, scale and location <strong>of</strong> equipment must be appropriate<br />

<strong>for</strong> the body size and ability <strong>of</strong> the child using the equipment.<br />

Equipment must not have openings or angles that can entrap<br />

a child’s body or body part that has penetrated the opening.<br />

Equipment must not have protrusions or openings that can<br />

entangle something around a child’s neck or clothing.<br />

Equipment must be securely anchored according to manufacturer’s<br />

specifications to prevent collapsing, tipping, sliding,<br />

moving or overturning.<br />

All anchoring devices must be placed below the level <strong>of</strong> the<br />

playing surface to prevent tripping or injury resulting from a fall.<br />

Equipment must not have exposed pinch, crush or shear points<br />

on or underneath it.<br />
