3. A public school lunchroom must comply with the state food and<br />

drug rules.<br />

4. A public school building and its appurtenances shall be maintained<br />

in a sanitary manner.<br />

5. A building custodian or janitor employed full-time shall know the<br />

fundamentals <strong>of</strong> safety and school sanitation.<br />

General Design Considerations<br />

Sustainability<br />

According to a <strong>City</strong> Council Resolution effective April 2007 (2007R-<br />

04-19-0416), all new buildings, funded and constructed by the <strong>City</strong> <strong>of</strong><br />

<strong>San</strong> <strong>Antonio</strong>, <strong>for</strong> its uses, shall adopt the “Green Building Policy.” This<br />

policy guideline shall utilize, as its basis, the standards and requirements<br />

<strong>of</strong> the Silver certification as outlined by the Leadership in Energy and<br />

Environmental Design (LEED) Green Building Rating System.<br />

<strong>The</strong>se projects will NOT be LEED certified unless the design team is<br />

otherwise notified in writing by the <strong>City</strong>. However, the design team should<br />

apply the LEED checklist to all projects and apply “common sense” in<br />

selecting construction materials, etc. Reference the Appendix <strong>of</strong> this<br />

document <strong>for</strong> more in<strong>for</strong>mation.<br />

Mold and Moisture <strong>Pre</strong>vention<br />

Problems with mold and moisture in new and existing buildings may be<br />

minimized with special attention to building layout, exterior wall system<br />

design, HVAC system design, improved construction techniques and<br />

through building commissioning.<br />

Per American Society <strong>of</strong> Heating, Refrigerating and Air-Conditioning<br />

Engineers (ASHRAE) recommendation, to prevent mold in buildings,<br />

relative humidity should be maintained between 40 and 60 percent.<br />

Reference the Appendix <strong>of</strong> this document <strong>for</strong> a list <strong>of</strong> references suggested<br />

<strong>for</strong> additional in<strong>for</strong>mation on this topic.<br />

Hazardous Materials Abatement<br />

Given the age <strong>of</strong> the existing building scheduled <strong>for</strong> renovation as the<br />

Northside Center, a potential exists that the building contains lead paint,<br />

asbestos, mold and other hazardous materials. Abatement <strong>of</strong> these materials<br />

may be a necessary part <strong>of</strong> the building rehabilitation requirement.<br />

Overall Site Design<br />

1. Parking should be conveniently located to perimeter thoroughfares<br />

to increase efficiency and reduce the amount <strong>of</strong> internal<br />

site vehicle circulation. Develop parking areas with landscape<br />

buffers and islands in order to reduce heat island effects resulting<br />
