1. INTRODUCTION - 221 - Aux termes du Protocole relatif à la protection de la mer Méditerranée contre la pollution d'origine tellurique (Protocole "tellurique" de 1980), les Parties contractantes prennent toutes mesures appropriées pour prévenir, réduire, combattre et maîtriser la pollution dans la zone de la mer Méditerranée due aux déversements par les fleuves, les établissements côtiers ou les émissaires, ou émanant de toute autre source terrestre située sur leur territoire. L'article 6 dudit Protocole stipule que: - Les Parties s'engagent à réduire rigoureusement la pollution d'origine tellurique de la zone du Protocole par les substances ou sources énumérées à l'annexe II du présent Protocole; - A cette fin, elles élaborent et mettent en oeuvre, conjointement ou individuellement selon le cas, des programmes et mesures appropriées; - Les rejets sont strictement subordonnés à la délivrance, par les autorités nationales compétentes, d'une autorisation tenant dûment compte des dispositions de l'annexe III du présent Protocole. L'annexe II du Protocole, et plus concrètement sa rubrique 6, mentionne les composés inorganiques du phosphore et le phosphore élémentaire, alors que la rubrique 10 comprend les substances exerçant une influence défavorable soit directement soit indirectement sur la teneur en oxygène du milieu marin, spécialement celles qui peuvent être à l'origine de phénomènes d'eutrophisation. Conformément à la proposition de la réunion d'experts pour l'application technique du Protocole tellurique (décembre 1985), proposition adoptée par la Cinquième réunion ordinaire des Parties contractantes à la Convention de Barcelone (septembre 1987), les documents d'évaluation devaient notamment comporter des chapitres consacrés aux: - sources, points d'entrée et quantités des charges polluantes pour les rejets industriels, municipaux et autres atteignant la mer Méditerranée; - niveaux et effets de la pollution; - mesures juridiques, administratives et techniques existant actuellement aux niveaux national et international. L'élaboration du présent document a été confiée à quatre experts ayant mené de vastes travaux sur le problème de l'eutrophisation dans le nord de la mer Adriatique. La première version du présent document a été présentée à la réunion conjointe du Comité scientifique et technique et du Comité socio-économique (Athènes, 3-8 avril 1995) pour observations, tout en demandant dans le même temps aux délégations de soumettre, en vue de son amélioration, des renseignements concernant leur pays, notamment sur les dispositions juridiques existantes. Toutes les observations reçues ont été prises en compte dans la rédaction de la nouvelle version qui a été présentée à la réunion des coordonnateurs nationaux pour le MED POL (Athènes, 18-22 mars 1996). Le document a été à nouveau présenté à la réunion des Points Focaux du PAM (6-10 mai 1996) et à la réunion extraordinaire des Parties contractantes à la Convention pour la protection de la mer Méditerranée contre la pollution et à ses Protocoles (Montpellier, 1-4 juillet 1996) sous la cote <strong>UNEP</strong>(OCA)/MED WG.111/Inf.5.
