Dagegen erhob die Boston Working Group den
Anspruch, für die hunderten Beteiligten der vorangegangenen IFWP-Konferenzen zu
sprechen und der legitime Sachwalter des IFWP-Konsens zu sein:
„[D]espite the relatively small size of our working group in Boston, we represent an immense
constituency and bring to bear a significant compendium of pertinent knowledge and
experience. (...) It is our claim that our work represents a real consensus of the Internet
Community as arrived at through a broad and open process, and represents a true response to
the NTIA White Paper.“ 228
Um die unerwünschte Vielzahl an Vorschlägen zu reduzieren, stellte die US-Regierung die
Bedingung, daß die ICANN erst anerkannt würde, wenn die Differenzen zwischen der IANA,
der BWG und der Open-RSC beseitigt seien. Vor allem in den Punkten Kontrolle, Transparenz
und Mitgliedschaft sah die NTIA Nachbesserungsbedarf im Sinne der BWG. 229 Der Chef
der IANA und designierte Chief Technical Officer (CTO) der ICANN konnte an diesen
Verhandlungen nicht mehr teilnehmen: Jonathan B. Postel starb am 16. Oktober 1998 im
Alter von 55 Jahren überraschend an den Folgen einer Herzoperation. Der Tod der zentralen
Figur und geschätzten Menschen schockierte die Internet-Gemeinde und legte sich wie ein
Schatten über den Prozeß. Doch die Formalisierung der neuen Struktur war bereits soweit
fortgeschrittenen, daß der Verlust des Charismatikers die entstehende Ordnung nicht zum
Einsturz brachte. Das interim-Direktorium der ICANN unter dem Vorsitz von Esther Dyson
und der ICANN-Präsident Mike Roberts übernahmen die Geschäfte. Sie bemühten sich um
Annäherung in den strittigen Fragen, wobei es der BWG in erster Linie um die

Most of those who organized and participated in the IFWP process recognize and accept this fact, and indeed
most are strong supporters of the ICANN proposal submitted to the Commerce Department. But a small
minority, for whatever reason, have chosen not just to disagree with the proposal, which of course is their right,
but also to characterize its very existence as evidence of some global conspiracy to prevent a truly open process.
This is disappointing, but perhaps it is inevitable that there will be a small fringe of extreme views when the
subject is something that touches (at least potentially) every person on the planet“
