start very early, preferably at the beginning of primary school. Depending on particular country<br />

and community, a number of prevention strategies can be employed to preserve hearing.<br />

The chosen approach will depend on the source of loud sound (e.g. personal audio device or<br />

rock concert) and the motivation of the individual (Krug et al. 2015). Motivation, in turn,<br />

often depends on the individual’s perception of the health threat; understanding this is important<br />

for the development of effective prevention strategies. According to Olson only a separate<br />

and “selective” incentive will stimulate a rational individual in a latent group to act in a<br />

group-oriented way (Olson, 1971).<br />

Recently the attention of the European Commission services has been drawn to the need<br />

to reassure itself that sufficient preventive measures are in place to prevent hearing damage<br />

among children and adolescents from the noise of personal music players and radio communication<br />

devices including such a facility (Rydzynski & Jung 2008, Krug et al. 2015).<br />

Well-designed health communication activities help individuals better understand their own<br />

and their communities needs so that they can take appropriate actions to maximize their health<br />

(Martin et al. 2006). In raising children awareness on the noise related topic, there is usually<br />

a lack of public awareness about how excessive sound exposure damages hearing and the<br />

consequences of hearing loss (Folmer et al. 2002). In general, people tend to take hearing<br />

for granted until their own hearing loss becomes so severe that it interferes with communication.<br />

Because most teachers, school administrators, and parents are not aware of the problem,<br />

hearing prevention programs and the preventability of NIHL are given a low priority if<br />

they are considered at all (Folmer et al. 2002). A relatively small number of teachers, audiologists,<br />

nurses, or trained volunteers presented hearing prevention curricula in selected classrooms.<br />

However, if the person who implemented the program retires, moves, or stops making<br />

such efforts for other reasons, hearing conservation education in those schools usually diminishes<br />

or ceases completely (Folmer et al. 2002). Described background corresponds to situation<br />

in Slovenia. The problem of exceed noise is governed by the state regulated health system,<br />

where kids are exposed to a preventive medical examination in the 1 st , 3 rd , 6 th , and 8 th grade<br />

of primary school and in the 1 st and 3 rd year of high school. Hearing tests that can determine<br />

what kind of hearing loss kids may have are carried out in 6 th grade only. This is not sufficient<br />

for the monitoring of various impacts on the hearing of children. Several sources recommend<br />

regular check-ups as a method to identify the onset of hearing loss (Krug et al. 2015).<br />

High-risk populations (secondary school pupils or college students) should be encouraged to<br />

have regular hearing checks. Schools, offices and communities should be encouraged to organize<br />

hearing screening (Krug et al. 2015).<br />

Social enterprises as a service provider<br />

Recently, socially motivated forms of entrepreneurship, that is social entrepreneurship (SE),<br />

have gained attention due to their promise of alleviating social problems such as poverty, discrimination,<br />

or exclusion (Estrin, Mickiewicz, & Stephan 2013, p. 249). On the other site,<br />

SE have emerged as significant organizational players in market economies (Di Domenico,<br />

Haugh, & Tracey 2010). For the purpose of this paper, I adopt the definition of SE as a sustainable<br />

business enterprise solution that leads to social wealth enhancement and benefits society,<br />

and in which profits generated from market activities are used exclusively to advance<br />

the purpose of the organization (Leadbeater, 1997; Thake & Zadek, 1997). Social enterprises
