In March 2016, the Romanian Court of Accounts published the performance audit report<br />

on the management of waste from medical activities of the Ministry of Health and subordinated<br />

units for the period 2012-2014. The conclusion of the report was that the Ministry of<br />

Health has not complied with the national legislation relating the waste management, by<br />

neglecting to approve the National Strategy and the National Plan of waste resulting from<br />

medical activities. The necessary financial resources for the management of waste arising from<br />

medical units were not evaluated according to the real needs to dispose the medical waste<br />

and to train the personnel involved in this activity.<br />

In most health units the equipment never functioned, but there was, hopefully, a good example-Clinical<br />

Emergency County Hospital Târgu-Mureº. It used treatment plant type MEDIS-<br />

TER 160 and submitted the statements on the quantities of medical waste treated with their<br />

own installation and operation and maintenance costs of the plant during 2012-2014.<br />

By analysing the statements submitted by County Hospital Emergency Târgu-Mureº, it<br />

was revealed that in the period 2012 – 2014, the quantities of medical waste treated by the<br />

plant’s own equipment were 8460 kilograms in 2012, 8880 kg in 2013 and that 8700 kg 2014.<br />

The annual costs arising from the use and maintenance of plant type MEDISTER 160 were<br />

in the amount of 30.880 lei in 2012, RON 30 950 respectively in 2013 and 30.975 lei in 2014.<br />

So, for one kg of treated waste using the own facility, Clinical Emergency County Hospital<br />

Târgu-Mureº spent 3.65 lei / kg in 2012, 3.48 lei / kg respectively in 2013 and 3.56 lei / kg<br />

in 2014, as shown in the table 1.<br />

The quantity of waste treated with the own equipment and annual costs generated by using<br />

and maintaining the equipment in the Clinical Emergency County Hospital Târgu-Mureº, in<br />

the period 2012-2014.<br />

“Prof. dr. Al. Trestioreanu” hospital in Bucharest did not use MEDISTER 160 installations.<br />

If we take into account as cost of reference-the cost / kg waste produced by the Clinical<br />

Emergency County Hospital Târgu-Mureº in 2012 (3.65 euro / kg waste treated) and taking<br />

into account a quantity of 60,347 kg of waste, “Prof. dr. Al. Trestioreanu “Bucharest has paid<br />

a unit price of 5.45 lei / kg of waste to a private company. If we compare it with the refer-
