2015 has been compiled based on data received from various organisations.<br />

Jobs in the Corporate/Private Sector: Substantial employment for ESM can be<br />

generated in the Private/Corporate sector. In order to generate awareness and<br />

urge these sectors to employ ESM, a National Corporate Conclave was<br />

conducted by DGR in August 2014 where the competence of the ESM were<br />

presented to Corporate Heads and the Raksha Mantri urged them to open the<br />

employment opportunities for ESM. DGR has signed a MoU with<br />

Confederation of <strong>India</strong>n Industries (CII) towards this end.<br />

Schemes for Self Employment<br />

Coal Transportation Schemes and Tipper Attachment: This scheme has been<br />

reenergised by issue of new MoU and guidelines in July 2014.<br />

Company Owned Company Operated Retail Outlets: In accordance with the policy<br />

guidelines issued by the Ministry of Petroleum and Natural Gas, DGR sponsors<br />

officers for management of Retail Outlets of IOCL, BPCL and HPCL all over<br />

<strong>India</strong> under the Company Owned Company Operated (COCO) Schemes.<br />

Gopaljee Dairy and Fresh Farm: The scheme aims at providing self-employment<br />

to JCOs/ ORs in the National Capital Region (NCR).<br />

Management of CNG Stations by ESM in NCR: The scope of the scheme has been<br />

extended to cover entire NCR to include Noida, Faridabad and Gurugram.<br />

Allotment of Army Surplus Class V ‘B’ Vehicles: Ex Servicemen and widows of<br />

Defence personnel, who died while in service, are eligible to apply for allotment<br />

of Army Surplus Class V ‘B’ Vehicles. 75 ESM were registered with DGR during<br />

the year.<br />

Oil Product Agencies Scheme: In accordance with the Policy guidelines issued<br />

by the Ministry of Petroleum & Natural Gas/Oil Company, DGR is mandated<br />

to issue eligibility certificates for allotment of oil product agencies under the 8<br />

per cent defence quota.<br />

Healthcare<br />

Ex-Servicemen Contributory Health Scheme: Ex-Servicemen Contributory Health<br />

Scheme (ECHS) was launched with effect from April 01, 2003. The Scheme<br />

was expanded in October 2010. ECHS aims to provide quality healthcare to<br />

Ex-Servicemen (ESM) and their dependents through a network of ECHS<br />

Polyclinics, Service medical facilities and civil empanelled/ Government<br />

hospitals spread across the country. The Scheme has been structured on the<br />

lines of Central Government Health Scheme (CGHS) and is financed by the<br />

Government of <strong>India</strong>. Endeavour is to ensure cashless treatment by utilising<br />

the empanelled hospitals for the veterans and their dependents.<br />

ECHS Polyclinics are designed to provide ‘Out Patient Care’ that includes<br />

consultations, essential investigation and provision of medicines. Specialised<br />

consultations, investigations and ‘In Patient Care’ (Hospitalisation) is provided
