Affairs assures the House or the member that their sentiments would be<br />

conveyed to the concerned ministers.<br />

Implementation of Assurances<br />

The Ministry culls out from the printed daily proceedings, assurances, promises,<br />

undertakings, etc., given by ministers in both the Houses of Parliament, and<br />

forward them to the concerned ministries/departments for implementation.<br />

Thereafter, periodic review of the stage of implementation is done by the<br />

Ministry and the ministries are also reminded to expedite the fulfillment of<br />

assurances. On receipt of the Implementation Reports(IRs) from the ministries,<br />

after due scrutiny, statements showing action taken by the Government in<br />

implementation of the assurances are periodically laid on the Table of the<br />

respective House by Minister/Minister of State for Parliamentary Affairs. After<br />

the implementation reports are laid, the members as well as the ministries<br />

concerned are informed about the laying of the reports.<br />

Goodwill Delegation<br />

The parliamentarians of a country play a significant role in determining the<br />

policy of the country and strengthening of relations with other countries. More<br />

particularly, it is indeed useful and necessary for a democratic and developing<br />

country like <strong>India</strong> to select some members of Parliament and distinguished<br />

personalities and utilize their services in projecting our policies, programme<br />

and achievement in different fields with their counterparts and other opinion<br />

makers in other countries and secure their support in favour of <strong>India</strong>.<br />

With these objectives, Ministry of Parliamentary Affairs sponsors<br />

Government Goodwill Delegation of Members of Parliament to other countries<br />

and receives similar delegations of parliamentarians under the exchange<br />

programme from other countries through the Ministry of External Affairs.<br />

Welfare of Members of Parliament<br />

The Ministry of Parliamentary Affairs looks after the welfare of ailing Members<br />

of Parliament admitted for treatment in hospitals in Delhi and renders any<br />

assistance required by them. In the unfortunate event of passing away of a<br />

Member of Parliament in Delhi, the Ministry of Parliamentary Affairs renders<br />

all necessary assistance to the bereaved family members in taking the mortal<br />

remains of the deceased member for last rites to a place chosen by the family.<br />

Comptroller and Auditor General<br />

The Comptroller and Auditor General (CAG) of <strong>India</strong> is appointed by the<br />

President. The procedure and the grounds for his removal from office are the<br />

same as for a Supreme Court judge. He is not eligible for further office under<br />

the union or a state government after he ceases to hold his office.<br />

The accounts of the Union and of the states shall be kept in such form as<br />

the President may, on the advice of the CAG, prescribe. The reports of the <strong>India</strong><br />

relating to the accounts of the union shall be submitted to the President, who<br />

shall cause them to be laid before each House of Parliament. The reports of the
