Post ost Harvest Management of Foodgrains<br />

Quality Standard for Foodgrains<br />

The government exercises due control over the quality of foodgrains procured<br />

for the central pool. The Quality Control Cells of the Ministry at New Delhi<br />

and the field offices at Bengaluru, Bhopal, Bhubaneshwar, Kolkata,<br />

Hyderabad, Lucknow, Pune, Guwahati, Chennai and Patna monitor the<br />

quality of foodgrains procured, stored and issue for distribution by FCI and<br />

state governments and their agencies. During 2016-17, 1200 Food Storage<br />

Depots were inspected by the officers of quality control cells. 38 trainings for<br />

1330 officials of state governments and their agencies were conducted.<br />

<strong>India</strong>n Grain Storage Management and Research Institute<br />

<strong>India</strong>n Grain Storage Management and Research Institute (IGMRI), Hapur<br />

and its field stations at Ludhiana (Punjab) and Hyderabad (Andhra Pradesh)<br />

are engaged in the training and applied Research and Development (R&D)<br />

work relating to grain storage management. The IGMRI also conducts<br />

various training courses on storage, inspection of foodgrains, pest control,<br />

etc, for the officers of storages agencies and pest control operator, etc. 20<br />

long/short term training courses on scientific storage of foodgrains were<br />

conducted during 2016-17 by IGMRI and its field stations.<br />

Central Grain Analysis Laboratory<br />

The Central Grain Analysis Laboratory (CGAL) located in New Delhi assists<br />

the Department in monitoring the quality of foodgrains at the time of<br />

procurement, storage and distribution by analyzing samples collected by<br />

quality control officers. A total number of 1655 foodgrain samples for<br />

physical parameters, 536 for protein determination, 388 for presence of uric<br />

acid in wheat samples were analyzed during 2016-17.<br />

Export and Import of Foodgrains<br />

Export Policy of Rice and Wheat<br />

The Government has allowed free export of non-basmati rice by private<br />

parties from privately held stocks from 2011. State Trading Enterprises<br />

(STEs) including M/s NCCF and NAFED are also permitted to export<br />

privately held stocks on non-basmati rice. Export of wheat was also allowed<br />

from the same year. Export of non-basmati rice and wheat is permitted<br />

through Custom EDI ports. Export is also permitted through the non-EDI<br />

Land Custom Stations (LCS) on Indo-Bangladesh and Indo-Nepal Border<br />

subject to registration of quantity with DGFT. Export of rice of seed quality<br />

and other [rice in husk (paddy or rough) other than seed quality] is<br />

permitted under licence.<br />

Export of Wheat and Rice<br />

A quantity of 68.00 lakh MT of non-basmati rice and 2.66 lakh MT of wheat<br />

has been exported under "free export" category during 2016-17.
