Petroleum Chemical and Petrochemical Investment Regions<br />

The Petroleum Chemical and Petrochemical Investment Regions (PCPIR) Policy,<br />

is to promote the petroleum chemical and petrochemical sector in an integrated<br />

and environmental friendly manner on a large scale. The policy document put<br />

Hindustan Organic Chemicals Limited<br />

Hindustan Organic Chemicals Limited (HOCL) was incorporated in 1960 with<br />

the objective of attaining self-reliance in basic organic chemicals. The company<br />

has two manufacturing units located at Rasayani (Maharashtra) and Kochi<br />

(Kerala). The Rasayani unit (Phenol Complex) commenced production from<br />

1987-88. HOCL is the sole manufacturer of strategically important N 2<br />

O 4<br />

(Dinitrogen Tetroxide) in <strong>India</strong> which is supplied by the company to ISRO for<br />

its satellites launching programme. HOCL has a subsidiary company M/s<br />

Hindustan Fluorocarbons Limited (HFL) located at Rudraram, Telangana, which<br />

manufactures Poly tetra fluro ethylene (PTFE), a high tech engineering plastic,<br />

and chloro di-fluoro methane (CFM-22).<br />

Hindustan Insecticides Limited<br />

Hindustan Insecticide Limited (HIL) was incorporated in 1954 for manufacture<br />

and supply of DDT. In 1957, the company set up a factory at Udyogmandal,<br />

Kerala, for manufacture of DDT and in 1977 at Rasayani, Maharashtra, for<br />

manufacture of Malathion, an insecticide The third unit of HIL was set up at<br />

Bhatinda, Punjab, in 2003. Rasayani and Udyogmandal Plants have both DDT<br />

manufacturing and agrochemical manufacturing facilities while Bathinda has<br />

only formulations manufacturing and packaging facility.<br />

HIL is the sole supplier of DDT to the National Vector Borne Disease<br />

Control Programme (NVBDCP) of the Ministry of Health and Family Welfare,<br />

Govt. of <strong>India</strong>. DDT accounts for almost 50 per cent of the company's turnover.<br />

The company exports DDT to some African countries and other products like<br />

malathion and mancozeb to countries like Brazil and Argentina. HIL diversified<br />

into agro chemicals in the late 1970s to ensure supply of quality pesticides at<br />

reasonable prices to the agricultural sector and has a range of technical and<br />

formulation grade pesticides. To further consolidate its position, it has also<br />

ventured into the seed business. It has got the status of National Level Seed<br />

Agency (NLA) from the Union Ministry of Agriculture and is producing and<br />

supplying seeds under Govt. sponsored schemes like National Food Security<br />

Mission (NFSM), National Mission on Oilseed and Oil Palm (NMOOP) and<br />

Mission on Integrated Development of Horticulture (MIDH). In addition,<br />

company has diversified into fertilizer segment as well to provide a single stop<br />

window for the range of agriculture inputs i.e., Pesticides, Seeds and Fertilizers.
