National Manufacturing Policy<br />

National Manufacturing Policy (NMP) was notified in 2011 with the objective<br />

of enhancing the share of manufacturing in GDP to 25 per cent and creating 100<br />

million jobs within a decade or so. The policy is based on the principle of<br />

industrial growth in partnership with the states. The central government will<br />

create the enabling policy framework, provide incentives for infrastructure<br />

development on a Public Private Partnership (PPP) basis. Important<br />

instruments/features of the policy are: national investment and manufacturing<br />

zones (NIMZs); rationalization and simplification of business regulations;<br />

simple and expeditious exit mechanism for manufacturing units; incentives for<br />

SMEs; industrial training and skill upgradation measures; financial and<br />

institutional mechanisms for technology development, including green<br />

technologies; government procurement; and special focus sectors. The NIMZs<br />

would be different from SEZs in terms of size; level of infrastructure planning;<br />

governance structures related to regulatory procedures; exit policies; fiscal<br />

incentives, etc.<br />

Make in <strong>India</strong><br />

After the launch of 'Make in <strong>India</strong>' initiative in 2014, a national workshop was<br />

held, wherein ministries/departments concerned with 22 thrust sectors<br />

identified under 'Make in <strong>India</strong>', announced their Action Plans for<br />

implementation over one and three years. Quantifiable and measurable<br />

milestones in respect of each activity of the Action Plans have been identified<br />

by the ministries/departments concerned with a view to monitoring the<br />

implementation of these Plans. A total of 123 Make in <strong>India</strong> Action Plans (Short<br />

term progress at 61 per cent and Medium Term progress at 27 per cent) across<br />

22 sectors were identified. This Department launched an online 'Make in <strong>India</strong><br />

Dashboard' in 2016, to enable ministries/departments to view and update the<br />

progress of their Action Plans on their own in a timely manner.<br />

Under the Make in <strong>India</strong> initiative a 'Seven Year Strategy' was adopted<br />

which involves redefining the sectors, adding new sectors like medical devices<br />

while removing sectors that lose relevance in an evolving economy, to maximize<br />

job creation potential with evolution of the economy. It should also expand its<br />

reach to include service sectors, which have the greatest employment potential.<br />

Make in <strong>India</strong> would thus get enlarged to embrace Serve from <strong>India</strong>. Sectors<br />

such as tourism and hospitality are important for their job creation potential.<br />

The focus will be on creating more high-end jobs, as also on reducing<br />

unemployment and disguised unemployment.<br />

Startup <strong>India</strong><br />

The Startup <strong>India</strong> initiative aims at fostering entrepreneurship and promoting<br />

innovation by creating an ecosystem that is conducive to growth of Startups.<br />

The initiative strives for providing a long due impetus to the entrepreneurial<br />

set up in economic landscape of the country. It is established globally that<br />

Startups are driving the economic growth of nations, creating employment and
