iv) The programme promotes the economic strategies—Make In <strong>India</strong>, through<br />

pro-active partnership with industry through multi-pronged engagement—<br />

champion employer policy, captive employer policy and industrial internship<br />

policy.<br />

Saansad Adarsh Gram Yojana<br />

Saansad Adarsh Gram Yojana (SAGY) was launched in 2014 with the aim to<br />

develop one village by each Member of Parliament as a model village by 2016<br />

and two more by 2019. The goal of Saansad Adarsh Gram Yojana (SAGY) is to<br />

translate the comprehensive and organic vision of Mahatma Gandhi into reality,<br />

keeping in view the present context. SAGY lays emphasis on inspiring values<br />

of national pride, patriotism, unity, self-confidence to be as important as<br />

developing infrastructure. In other words, SAGY attempts to develop the value<br />

chain through value change. Till now 702 Gram Panchayats have been identified<br />

by Members of Parliament under Phase - I and are taking concrete steps towards<br />

their development. This scheme is unique and transformative as it has a holistic<br />

approach towards development. It envisages integrated development of the<br />

selected village across multiple areas such as agriculture, health, education,<br />

sanitation, environment, livelihoods, etc. Far beyond mere infrastructure<br />

development, SAGY aims at instilling certain values, such as people's<br />

participation, Antyodaya, gender equality, dignity of women, social justice, spirit<br />

of community service, cleanliness, eco­-friendliness, maintaining ecological<br />

balance, peace and harmony, mutual cooperation, self-reliance, local selfgovernment,<br />

transparency and accountability in public life, etc., in the villages<br />

and their people so that they get transformed into models for others.<br />

Key Features<br />

The distinguishing features of SAGY are as follows: Village Development Plan:<br />

The Gram Panchayats adopted under SAGY prepared Village Development<br />

Plans (VDP) containing prioritized time-bound activities to achieve holistic<br />

progress of the village, through convergence of resources. Gram Panchayats<br />

have very systematically taken development approach by involving Gram Sabha<br />

and they have prepared comprehensive VDP for their development. In order to<br />

keep track of the progress of projects listed in the VDP, a Tracking Template has<br />

been developed and the progress is monitored online; Panchayat Darpan: The<br />

Ministry has developed a 35 point impact monitoring tool to gauge the impact<br />

of SAGY in the GPs. Progress is measured through outcome indicators broadly<br />

covering basic amenities, education, health, sanitation, livelihood, women<br />

empowerment, financial inclusion, food security, social security and e-<br />

governance. The impact is measured on quarterly (22 indicators), half yearly (7<br />

indicators) and yearly basis (6 indicators). Many Gram Panchayats have ensured<br />

100 per cent immunization, strengthening of PDS system, providing benefits of<br />

social security schemes and many others.
