Jawaharlal Nehru National Urban Renewal Mission<br />

The JNNURM was launched in 2005 as the first flagship scheme of this Ministry.<br />

JNNURM implemented by MoHUPA has two components e.g. basic services<br />

for urban poor (BSUP) and integrated housing and slum development<br />

programme (IHSDP) which aimed at integrated development of slums through<br />

projects for providing shelter, basic services and other related civic amenities<br />

with a view to providing utilities to the urban poor. The Mission was initially<br />

for a seven year period i.e. upto March, 2012 which was extended upto March<br />

2014 for completion of the already approved projects. During March, 2013, the<br />

Mission period was extended by one more year i.e. upto March, 2015 to complete<br />

ongoing works. 65 mission cities identified based on urban population (census<br />

2001), cultural and tourist importance was covered under BSUP and the<br />

remaining cities were covered under IHSDP).<br />

Under BSUP, project cost is shared in the ratio of 50:50 for cities with<br />

population more than 1 million (as per census 2001), 80:20 for other smaller<br />

Mission cities and 90:10 for north eastern and special category states. Entire<br />

cost of construction of Dwelling Units (DUs) and associated infrastructure was<br />

shared as per the above mentioned sharing pattern without any limitation. Under<br />

IHSDP, project cost is shared in the ratio of 80:20 for remaining smaller cities<br />

and 90:10 for north eastern and special category states. Cost ceiling of ` 1 lakh<br />

per DU including cost of infrastructure was applicable for projects taken up<br />

under IHSDP Scheme.<br />

The programme focuses on higher level of resources and management<br />

attention to 65 select cities across the country. Out of the 65 cities, 35 cities are<br />

with million plus population and other 30 cities are either state capitals or cities<br />

of heritage and tourism importance totalling 55 Mission cities under Urban<br />

Infrastructure and Governance (UIG). The other towns of states/UTs are eligible<br />

for funding under the Urban Infrastructure Development for Small and Medium<br />

Towns Scheme (UIDSSMT).<br />

Urban Infrastructure Development<br />

Ministry of Urban Development is implementing a pilot scheme for urban<br />

infrastructure development in satellite towns around seven mega cities. The<br />

objectives of this scheme are as under: i) to develop urban infrastructure facilities<br />

such as drinking water, sewerage and solid waste management, etc., at satellite<br />

towns around the seven mega-cities and to channelize their future growth so as<br />

to reduce pressure on the mega cities; ii) to implement reforms such as e-<br />

governance, property tax, double entry accounting, creation of barrier free<br />

environment, structural safety norms in compliance with the National Building<br />

Code, water and energy audit of water and waste water utilities and<br />

implementation of service level benchmarks; iii) strengthening implementation<br />

of reforms such as levy of reasonable user charges, earmarking of budgets for<br />

basic services and at least 10-15 per cent of housing sites for the urban poor,
