Technology Sub-Mission<br />

A Technology Sub-mission under PMAY-HFA (Urban) Mission was set up for<br />

adopting modern, innovative, green technologies and building material for faster<br />

and quality construction of houses. It would facilitate preparation and adoption<br />

of layout designs and building plans suitable for various geo-climatic zones<br />

and to also assist states/cities in deploying disaster resistant and environment<br />

friendly technologies.<br />

Deendayal Antyodaya Yojana - National Urban Livelihoods Mission<br />

The National Urban Livelihoods Mission (NULM) and National Rural<br />

Livelihoods Mission (NRLM) have been converged and named as Deendayal<br />

Antyodaya Yojana (DAY). Also, the scope of NULM has been enhanced to cover<br />

all statutory towns and it has been renamed as DAY-NULM. The primary target<br />

of DAY-NULM is urban poor, including urban homeless and particular emphasis<br />

is laid on mobilisation of vulnerable sections of urban population such as SCs,<br />

STs, minorities, female-headed households, persons with disabilities, destitute,<br />

migrant labourers, and especially vulnerable occupational groups such as street<br />

vendors, rag pickers, domestic workers, beggars, construction workers, etc.<br />

Activities under DAY-NULM are directed also at providing shelters equipped<br />

with essential services to urban homeless in a phased manner. Moreover, the<br />

Mission addresses livelihood concerns of urban street vendors by facilitating<br />

access to suitable spaces, institutional credit, social security and skills for<br />

accessing emerging market opportunities.<br />

DAY-NULM includes the following: social mobilization and institution<br />

development (SM&ID): NULM envisages mobilisation of urban poor households<br />

into thrift and credit-based Self-Help Groups (SHGs) and their federations/<br />

collectives. Capacity Building and Training (CB&T): A multi-pronged approach<br />

is planned under NULM for continuous capacity building of SHGs and their<br />

federations/collectives, government functionaries at Central, State and city/<br />

town levels, bankers, NGOs, CBOs and other stakeholders. NULM will also<br />

create national and state-level mission management units to support the<br />

implementation of programme for the poor.<br />

Under DAY-NULM, 6.24 lakh persons have been provided skill training;<br />

1.98 lakh beneficiaries have been placed for wage/self employment and assisted<br />

for setting up individual/group micro enterprises; more than 1 lakh Self-Help<br />

Groups (SHGs) have been formed and disbursed loans under SHG Bank Linkage<br />

programme; 58,437 SHGs have been given Revolving Fund; 815 shelters for<br />

urban homeless have been sanctioned, out of which 345 shelters are operational;<br />

7.76 lakh street vendors have been identified in 726 surveyed cities, 1.75 lakh<br />

street vendors have been issued ID Cards and street vending plans have started<br />

in 70 cities.<br />
