system for all indoor patients, proper and attractive signages at the required<br />

places in all ESIC hospitals for guidance and proper communications to the<br />

visitors, AYUSH facilities to be extended up to the dispensary level in phases,<br />

tele-medicine facilities for the beneficiaries in phases.<br />

Digital <strong>India</strong> - e-initiatives of ESIC<br />

e-Biz Platform: ESIC is the first organization of Central Government, to integrate<br />

its services (Registration of Employers via e-Biz portal of Department of<br />

Industrial Policy and Promotion of DIPP) to promote ease of business and curb<br />

transaction costs. ESIC launched independent public grievance module 2.0 from<br />

2015 for lodging ESIC related Grievance online through ESIC website<br />

'www.esic.in' or 'www.esic.nic.in'. Launch of dedicated website<br />

www.esichospitals.gov.in for ESIC Hospitals and Dispensaries in 2015. This<br />

website offers a host of hasslefree features to the ESIC insured persons and<br />

their beneficiaries. This also includes booking of online appointment with ESIC<br />

specialist doctors for treatment on a convenient date according to location and<br />

specialties of treatment available in all 36 ESIC hospitals.<br />

Employees' Provident Fund Organisation<br />

The Employees' Provident Funds (EPF) and Miscellaneous Provisions Act, 1952<br />

provides for Provident Fund, Pension Scheme and Insurance Fund in factories/<br />

establishments employing twenty or more employees in industries mentioned<br />

in Schedule-I to the Act. The following three schemes framed are: Employees'<br />

Provident funds Scheme, 1952; Employees' Pension Scheme, 1995 and<br />

Employees' Deposit-Linked Insurance Scheme, 1976.<br />

The progress achieved by the EPF Organisation under various areas and<br />

reforms introduced include: although for monitoring compliance of covered<br />

establishments, the system assisted tool in the form of CCTS (Computerized<br />

Compliance Tracking System) was provided to the field offices of EPFO, no<br />

concrete system or procedure for detection of coverable establishment was<br />

available to the compliance machinery. It resulted in belated coverage of<br />

establishments with consequential legal implications as the establishments were<br />

mostly found coverable from retrospective dates but refused to take up past<br />

liability related to statutory dues, payment of interest and damages for belated<br />

remittance, prosecution cases etc. The Act is applicable on its own volition and<br />

these legal actions are attracted for non compliance for whatsoever reason. The<br />

Employees' Provident Funds and Miscellaneous Provisions Act, 1952 provides<br />

for Provident Fund, Pension Scheme and Insurance Fund in factories/<br />

establishments employing twenty or more employees in industries mentioned<br />

in Schedule to the Act. The Government of <strong>India</strong> through the Employees'<br />

Provident Fund Organization (EPFO) administers the Employees' Provident<br />

Fund and Miscellaneous Provisions Act, 1952 and the following three schemes<br />

framed there under: Employees' Provident Funds Scheme,1952; Employees'<br />

Pension Scheme, 1995, and Employees' Deposit-Linked Insurance Scheme, 1976.
