at a low per capita investment. KVIC undertakes activities like skill improvement;<br />

transfer of technology; research and development; marketing etc. and<br />

helps in generating employment/self employment opportunities in rural areas.<br />

Coir Board<br />

The Coir Board is a statutory body established under the Coir Industry Act,<br />

1953 for promoting overall development of the coir industry and improvement<br />

of the living conditions of the workers engaged in this traditional industry. The<br />

functions of the Board for the development of coir industry inter-alia, include<br />

undertaking scientific, technological and economic research and development<br />

activities; collection of statistics relating to exports and internal consumption<br />

of coir and coir products; development of new products and designs; publicity<br />

for promotion of exports and internal sales; marketing of coir and coir products<br />

in <strong>India</strong> and abroad; preventing unfair competition among producers and<br />

exporters; assisting in the establishment of units for the manufacture of products;<br />

promoting cooperative organisations among producers of husk, coir fibre, coir<br />

yarn and manufacturers of coir products; ensuring remunerative returns to<br />

producers and manufacturers, etc.<br />

Central Public Sector Enterprises<br />

The Department of Public Enterprises is the nodal department for all the Central<br />

Public Sector Enterprises (CPSEs) and it formulates policy pertaining to CPSEs.<br />

It lays down, in particular, policy guidelines on performance improvement and<br />

evaluation, autonomy and financial delegation and personnel management in<br />

CPSEs. It furthermore collects and maintains information on several areas in<br />

respect of CPSEs.<br />

Major Activities<br />

In fulfilling its role, the Department coordinates with other ministries, CPSEs<br />

and concerned organizations. Some of the important tasks of the Department<br />

are: coordination of matters of general policy affecting all Public Sector<br />

Enterprises; evaluation and monitoring the performance of Public Sector<br />

Enterprises, including the Memorandum of Understanding mechanism; matters<br />

relating to Permanent Machinery of Arbitration for the Public Sector Enterprises;<br />

counselling, training and rehabilitation of employees in Central Public Sector<br />

Undertakings under Voluntary Retirement Scheme; measures aimed at<br />

improving performance of Central Public Sector Enterprises and other capacity<br />

building initiatives of Public Sector enterprises; rendering advice relating to<br />

revival, restructuring or closure of Public Sector Enterprises including the<br />

mechanisms; and categorisation of Central Public Sector Enterprises including<br />

conferring 'Ratna' status.<br />

Public Enterprises Survey<br />

The Department of Public Enterprises (DPE) presents to Parliament every year<br />

a comprehensive report known as the Public Enterprises Survey on the financial
