1 union territory covering about 1.64 lakh Gram Panchayats. During 2016-17<br />

the programme has been continued in these 404 districts. Teaching learning<br />

process has commenced in 57.8 lakh Literacy Centres. About 45.73 lakh Volunteer<br />

Teachers have been trained by Master Trainers and 2.54 lakh Master Trainers<br />

were trained by Resource Persons. In addition about 13.5 thousand Resource<br />

Persons have also been trained. Basic Literacy Primers in 13 languages and 26<br />

local dialects have been printed and distributed so far for the learners. Around<br />

8.27 crore learners have been enrolled under basic literacy up to October, 2016.<br />

Out of 6.98 crore learners, 5.14 crore (3.65 crore female and 1.49 crore male)<br />

have successfully passed the assessment tests conducted by NIOS between<br />

August, 2010 to March, 2016.<br />

Instituted in 1958, the National Award to Teachers (NAT) is given away by the<br />

President of <strong>India</strong> on 5 th September (Teacher's Day) every year to give public<br />

recognition to meritorious teachers working in primary, middle and secondary<br />

schools. Altogether there are 378 awards out of which 23 awards are reserved<br />

for Sanskrit, Persian and Arabic teachers. Each state/union territory/<br />

organization has an earmarked quota based on the number of teachers. The<br />

Scheme also covers teachers of the schools affiliated to Central Board of<br />

Secondary Education (CBSE) including teachers of independent affiliated schools<br />

situated abroad, Council for <strong>India</strong>n School Certificate Examination (CISCE),<br />

Sainik School, Kendriya Vidyalaya Sangathan (KVS), Navodaya Vidyalaya<br />

Samiti (NVS), Central Tibetan School Administration (CTSA) and schools run<br />

by the Atomic Energy Education Society. From the award year 2001, 'Special<br />

Awards' have been instituted for teachers promoting inclusive education in<br />

schools and the education of children with disabilities in regular schools. The<br />

total number of 'Special Awards' are 43. 'Special Awards' are conferred on the<br />

teachers of following categories:- Teachers with disabilities working in<br />

mainstream schools. - Special teacher or trained general teachers who have done<br />

outstanding work for Inclusive Education. Each award carries with it a<br />

Certificate of merit, a cash award of ` 50,000/- and a Silver Medal.<br />

Kendriya Vidyalaya Sangathan<br />

The Scheme of Kendriya Vidyalayas (KVS) (Central Schools) was approved in<br />

1962 by the Govt. of <strong>India</strong> on the recommendations of the Second Central Pay<br />

Commission to provide uninterrupted education to the wards of transferable<br />

Central Government employees. Consequently, Central School Organization<br />

was started as a unit of the Ministry of Education (now Ministry of Human<br />

Resource Development). Initially, 20 regimental schools, then functioning at<br />

places having large concentration of defence personnel, were taken over as<br />

Central Schools during the academic year 1963-64.<br />

The Kendriya Vidyalaya Sangathan was registered as a society under the<br />

Societies Registration Act (XXI of 1860) in 1965. The primary aim of the Sangathan
