Real-Time Emission and Effluent Monitoring Systems<br />

CPCB made it mandatory to all 17 categories of industries and GPIs to install<br />

real-time emission and effluent monitoring systems.<br />

Revised Concept of Comprehensive Environmental Pollution Index (CEPI)<br />

Comprehensive Environmental Pollution Index (CEPI) developed in 2010 was<br />

revised based on detailed in-house discussions followed by consultation with<br />

SPCBs/PCCs and other stakeholders. The revised CEPI eliminates the subjective<br />

issues and emphasizes on field-based monitoring which includes air, water and<br />

land/sub-surface water.<br />

Categorization of Industrial Sectors<br />

CPCB has finalized the criteria for classifying industries into Red, Orange, Green<br />

and White category. The classification is based on pollution potential will help<br />

bring uniformity for its adoption by SPCBs. Classification industries may be<br />

linked with the siting criteria, consent mechanism and determining periodicity<br />

for inspections.<br />

Control of Pollution in Ganga<br />

CPCB has prepared segmental action plan for restoration of water quality of<br />

River Ganga which is based on dividing the entire River Ganga into 4 segments<br />

and for each segment, action points have been evolved for implementation.<br />

The main concern is pollution due to disposal of sewage and control of industrial<br />

pollution. CPCB has issued directions to all towns (118) which are along the<br />

Ganga for getting the action plans prepared for implementation for management<br />

of sewage and municipal solid waste. Inventory of grossly polluting industries<br />

have been prepared and Compliance verfication to the existing standards for<br />

all the industries including MSMEs being undertaken as well as continuing<br />

with the action plan for ZLD and water conservation being implemented for 5<br />

sectors (Sugar, Textiles, Distilleries, Pulp, Paper and Tanneries).<br />

Hazardous Substance Management<br />

The Hazardous Sustances Management Division (HSMD) is the nodal point<br />

within the Ministry for management of solid waste including hazardous<br />

substances and chemical emergencies. The main objective of the Division is to<br />

promote safe management of solid wastes, management of hazardous substances<br />

and wastes including hazardous chemicals, in order to avoid damage to health<br />

and environment.<br />

In addition, the Division also administers the Public Liability Insurance<br />

Act, 1991 and rules framed thereunder. The activities of the Division are carried<br />

out under three main thrust areas viz., hazardous waste management solid waste<br />

management and chemical safety.
