Bidi and Cigar Workers (Conditions of Employment) Act, 1966. All the electricity<br />

undertakings engaged in the generation, transmission and distribution of<br />

electricity registered with the Central Electricity Authorities (CEA) were covered<br />

under ASI up to 1997-98 irrespective of their employment size. Certain services<br />

and activities like cold storage, water supply, repair of motor vehicles and of<br />

other consumer durables like watches, etc. are covered under the survey. Defence<br />

establishments, oil storage and distribution depots, restaurants, hotels, café and<br />

computer services and also the technical training institutes are excluded from<br />

the purview of the survey. The electricity undertakings registered with the CEA<br />

are not being covered under ASI from 1998-99. However, captive units not<br />

registered with CEA are continued to be covered under ASI.<br />

In addition to the above, now the coverage of ASI has been extended<br />

beyond the purview of the Section 2m (i) and 2m (ii) of the Factories Act, 1948<br />

and the Bidi & Cigar Workers (Conditions of Employment) Act, 1966 as<br />

recommended by the Sub-Group on Sampling Design of ASI. For this purpose,<br />

Business Register of Enterprises(BRE) prepared for the respective states and<br />

Directory of Establishments based on Sixth Economic Census would be used<br />

by CSO (IS Wing).<br />

Index of Industrial Production<br />

CSO compiles the Index of Industrial Production (IIP) using secondary data<br />

received from source agencies in various ministries/ departments or their<br />

attached/ subordinate offices. The present base year of IIP is 2004-05. IIP is<br />

released every month in the form of Quick Estimates with a time-lag of 6 weeks<br />

as per the Special Data Dissemination Standard (SDDS) norms of 23 IMF. Apart<br />

from breakup of the index for mining, manufacturing and electricity sectors,<br />

the estimates are also simultaneously being released as per use-based<br />

classification viz., basic goods, capital goods, intermediate goods, consumer<br />

durables and non-durables. These estimates are revised subsequently on receipt<br />

of updated production data from the 15 source agencies. The major source of<br />

data for IIP is, however, the Department of Industrial Policy and Promotion<br />

that supplies data for 268 out of 399 item groups with a weight of 45.6 per cent<br />

in overall IIP.<br />

The National Sample Survey Office (NSSO), in Ministry of Statistics and<br />

Programme Implementation, is responsible for conduct of large scale sample<br />

surveys, in diverse fields, on all <strong>India</strong> basis. Primary data is collected regularly<br />

through nationwide household surveys on various socio-economic subjects,<br />

Annual Survey of Industries (ASI) under the Collection of Statistics Act and<br />

Enterprise Surveys, as a follow up of the economic census. Besides these surveys,<br />

NSSO collects data on rural and urban prices; plays a significant role in the<br />

improvement of crop statistics through supervision of the area enumeration<br />

and crop estimation surveys of the state agencies. It also maintains a frame of<br />

urban real units for drawing samples for socio-economic surveys in urban areas.<br />

The NSSO functions with requisite autonomy, in matters relating to data
