Environmental nmental Management and Pollution Control<br />

The functions include: to follow implementation of conditions and safeguards<br />

laid down for projects/activities when environmental clearance is given; to<br />

examine and analyse the six monthly progress reports from the project<br />

proponents vis-a-vis conditionalities in the Environmental Clearance (EC) and<br />

take further necessary actions; to follow up pollution control measures taken<br />

by industries, local bodies, government (state/centre); to collect and furnish<br />

information relating to environmental impact assessment of projects, pollution<br />

control measure, methodology and status, legal and enforcement measures,<br />

environmental protection for special conservation areas like wetlands,<br />

mangroves and biosphere reserves; to maintain liaison and provide linkage with<br />

the concerned state government, with central government agencies with project<br />

authorities, with the regional offices of the Central Pollution Control Board;<br />

with State Pollution Control Boards and with non-government organisations<br />

involved in implementation of programmes relating to environment; uploading<br />

on their website the six monthly progress reports of compliance and site visit<br />

reports.<br />

Forest Policy<br />

Forest Policy Division of Ministry of Environment, Forest and Climate Change<br />

(MoEF&CC) deals with the National Forest policy, 1988, <strong>India</strong>n Forest Act, 1927<br />

and its amendments including policy matters and legislative matters of other<br />

ministries and state governments related to forests. In addition Forest Policy<br />

Division deals with forest related issues under various conventions such as<br />

UNFCCC, UNCCD and UNCBD, etc.<br />

Forest Management<br />

The intensification of Forest Management Scheme (IFMS) aims at strengthening<br />

forest protection machinery of the state/UT governments and provides support<br />

for area-specific forest management interventions. Under the scheme of IFMS<br />

the responsibility of MoEF&CC is to receive proposals from the states/UTs and<br />

disburse funds as per allocation. To ensure effective allocation and utilization<br />

of the funds MoEF&CC scrutinizes the proposals, ensures progress reports and<br />

scrutinizes the utilization certificates. To ensure greater transparency this division<br />

also ensures that the photographs and Geo-referenced information such as GPS<br />

data and remote sensing images are submitted alongwith progress report and<br />

also those are uploaded in the website of the respective states/UTs. However, it<br />

is the forest departments of the states/UTs, which are directly responsible for<br />

implementation of the sanctioned activity in the field and proper utilization<br />

funds disbursed. States/UTs also conduct regular field level monitoring of the<br />

activities under the scheme.<br />

the country comprises 733 protected areas (103 national parks, 537 wildlife
