street vending activities, Government of <strong>India</strong> has enacted the Street Vendors<br />

(Protection of Livelihood and Regulation of Street Vending) Act, 2014, provisions<br />

of which are aimed at creating a conducive atmosphere where street vendors<br />

are able to carryout their business in a fair and transparent manner, without<br />

fear of harassment and eviction. Government of <strong>India</strong> is assisting the state<br />

governments/UT administrations in preparing relevant rules, schemes, etc.,<br />

which are mandated under the Act. The Ministry has notified rules for UTs of<br />

Andaman & Nicobar, Chandigarh, Dadra and Nagar Haveli, Diu & Daman<br />

and Lakshadweep. Ministry of Home Affairs has delegated the powers and<br />

functions to administrators of UTs without legislature for framing of further<br />

subordinate legislation. Assam, Chhattisgarh, NCT of Delhi, Odisha, Punjab,<br />

Rajasthan, Tamil Nadu, Jharkhand, Uttarakhand and Tripura have notified<br />

Rules. Andhra Pradesh, NCT of Delhi, Odisha, Punjab, Tamil Nadu, Telangana,<br />

and Tripura have notified the scheme.<br />

Real Estate (Regulation and Development) Act, 2016<br />

The Real Estate (Regulation and Development) Act, 2016 is aimed at establishing<br />

the Real Estate Regulatory Authority for regulation and promotion of the real<br />

estate sector and protecting the interest of consumers. Ministry of Housing and<br />

Urban Poverty Alleviation notified the specific Sections of the Act for<br />

implementation with effect from May, 2016, towards making of rules and<br />

establishment of regulatory authorities and appellate tribunals. Being the<br />

competent authority for preparation of the rules under the Real Estate Act, 2016<br />

for UTs without legislature, the Ministry drafted the model rules under the<br />

Real Estate Act, 2016 and uploaded the same on the Ministry's website for public<br />

comments.<br />

Development Agenda and Sustainable Development Goals<br />

The United Nations General Assembly (UNGA) in its 68th session adopted 17<br />

goals and 169 targets for the proposed Development Agenda Post-2015<br />

(Millennium Development Goals, MDGs) titled 'Sustainable Development Goals,<br />

SDGs'. The UN has stated that these goals and targets will be the main basis for<br />

integrating SDGs into Post 2015 Development Agenda, while recognizing other<br />

inputs will also be considered in the inter-governmental negotiation process.<br />

Asia Pacific Ministerial Conference on Housing and Urban Development<br />

It was established in December, 2006, subsequent to the first Asia Pacific<br />

Ministers' Conference on Housing and Urban Development (AMCHUD), held<br />

at New Delhi. The objectives of APMCHUD are enshrined in the 'Delhi<br />

Declaration' adopted unanimously by the countries participating in the<br />

conference from the Asia Pacific Region. <strong>India</strong> was the first Chair of the<br />

APMCHUD.<br />

The Asia Pacific Ministerial Conference on Housing and Urban<br />

Development (APMCHUD) envisages regional cooperation for promoting<br />

sustainable housing and urban development among Asia Pacific countries, in<br />

the context of the region facing similar problems and issues in these areas. This<br />

inter-government institutional mechanism facilitates collaboration among the<br />

Asia Pacific countries for experience sharing and information exchange of
