up-grade existing government secondary teacher education institutions into<br />

CTEs; strengthen existing 32 to 39 Institutes of Advanced Studies in Education<br />

(IASEs); up-grade Department of Education in Universities as IASEs; and<br />

establish Block Institutes of teacher education (BITEs) in identified 196 SC/ST/<br />

minority concentration districts.<br />

(B) Quality in Teacher Education<br />

Creation of Separate Cadre: As per Annual Work Plan and Budget (2016-17)<br />

17-states/ UTs have created separate cadre for teacher educators under the TE-<br />

Scheme. States have also been asked to strengthen the cadre of teacher educators<br />

in their respective states/UTs.<br />

National Council for Teacher Education (NCTE) Regulations, 2014- Norms and<br />

Standards: The NCTE was established with a view to achieving planned and coordinated<br />

development of the teacher education system throughout the country,<br />

the regulation and proper maintenance of norms and standards in the teacher<br />

education system, and for matters connected therewith.<br />

Re-organizing/Restructuring of SCERT and Cadre Restructuring for Teacher Educators:<br />

Under the CSS-Teacher Education 09 states in the country have re-organized/<br />

restructured their SCERT in 2016.<br />

New Activities/Initiatives under CSSTE Scheme<br />

'<strong>India</strong> Teacher Education Portal (Prashikshak)' the Department of School<br />

Education and Literacy (SE&L), launched '<strong>India</strong> Teacher Education Portal<br />

(Prashikshak)' in 2016. This portal is helpful in monitoring of Teachers Education<br />

Institutions and in providing comprehensive information to prospective students<br />

and teachers to select the right institute as per choice.<br />

Scheme for Providing Quality Education in Madarsas<br />

Ministry of Human Resource Development, lays emphasis on providing equal<br />

opportunities to minorities as far as access to education is concerned. For this<br />

purpose, government is implementing the scheme for providing quality<br />

education in Madarsas (SPQEM) for the children of minorities. The objectives<br />

of the Scheme are: encourage Madarsas and Maktabs to introduce formal subjects<br />

i.e. science, mathematics, social studies, Hindi and English by means of providing<br />

financial assistance; children studying in Madarsas and Maktabs attain academic<br />

proficiency for class I-XII; Madarsas/Maktabs/Dar-ul-Uloom can opt to become<br />

accredited study centres with National Institute of Open Schooling (NIOS) for<br />

which proper assistance will be provided; children above 14 years in Madarsas/<br />

Maktabs/Dar-ul-Uloom are given opportunities to attain vocation training;<br />

strengthening of Madarsas Board for Monitoring and Awareness of SPQEM.<br />

The Scheme provides assistance for: appointment of teachers for teaching<br />

science, mathematics, social studies, languages, computer application and<br />

science. Full time graduate teacher is paid salary for 12 months ` 6,000/-p.m.<br />

and post graduate/B.Ed. ` 12,000/-. One time grant of `1,00,000/- for science/<br />

computer labs/workshops in madrasa at the secondary/senior secondary level.<br />

` 5000/- as annual grant for maintenance. One time assistance of up to ` 50,000/
